How do you see yourself contributing to mitigate difficulties? • RV resident estimates that a small number of RV residents (> 1%) are dumping illegally but these violators dump "big." • People may need to have an "RV neighborhood watch" so people can self -enforce rules for the community. • Some RVs have large water tanks (can be anywhere from 20 - 50 gals) but all pay the same fee for water. The water bill can be a big expense for sites but those with larger tanks are getting a deal. • The East Palo Alto permit model sounds enticing. It's a temporary measure to help create a pathway to permanent housing. • The central location of the East Palo Alto model allows services to be brought to them. • The East Palo Alto model has specific rules and permit requirements to get the sticker but a lot of support is offered to help them become eligible. • The permit would be a disincentive to illegal dumping. • Streets could be better locations than parking lots, in some cases, for RVs. • A vetting program could save time; it would be worth it to an RV owner to pay a $350/mo. fee to avoid having to spend half an hour a day shuttling back to a lot. Next Steps: • The Committee will meet on 12/12 to discuss this meeting and the previous meeting with neighbors. • Redwood City is thinking about a January meeting with neighbors and RV residents. • Redwood City needs to plan a street sweeping and cleanup day on Stafford St. in Centennial on 12/12. Not sure if there will be anything more regular. • An announcement will be made on 12/9 to give people notice. Asking for RVs to move on 12/12 and can come back later. • Redwood City will be offering vouchers for dumping at Trailer Villa. • Need water in order to dump. • On 12/16, Redwood City staff will be asking the City Council for $100K budget to address health impacts; will go back later to ask for long-term plan. • Other programs will be working on other homeless issues. • Tonight's attendees are invited to the City Council meeting —to come and "put a face" on RV residents. Would be put on the regular agenda. There will be a meeting on 12/16 and one in the spring. Were so articulate and informative tonight. • RV residents would like a list of rules and regulations. • Deputy City Manager offered to have a document created with the City Code that applies to RVs 431
