6.A. - Page 2 of 4 <br />Caltrans. Staff received the authorization to proceed with construction from Caltrans on February 3, 2020. <br />The City published an invitation to bid on the project on February 12 and received six bids on March 12. <br />O'Grady Paving, Inc. of Mountain View was the lowest responsible bidder. <br />On April 27, 2020 the City Council awarded a construction contract to O'Grady Paving, Inc. in the amount <br />of $991,411.40 and authorized the City Manager to increase the contract amount, if necessary, up to 10% <br />of the original contract amount, for a not to exceed total of $1,090,552.54. Construction began in July and <br />is expected to conclude in September 2020. <br />ANALYSIS <br />The City received $1,266,000 in Federal funding for this project and has a required local match of 11.47%. <br />Due to lower than anticipated bid prices, the awarded construction contract of $991,411.40, is lower than <br />the available grant funding. The City will only be able to claim up to $877,696 ($991,411.40 — $113,714 <br />(the 11.47% local match)) of the available $1,266,000 in grant funding. Rather than forgo the difference, <br />namely the roughly $388,000 in grant funding, staff negotiated a contract change order that would <br />maximize grant funding and advance City Council priorities to improve mobility for people riding bicycles <br />and to increase compliance with the Americans with Disabilities Act (ADA). The contract change order <br />includes the following additional work. <br />• Additional Spot Repair will further extend the life of the pavement. The estimated cost of this <br />work is $97,000. <br />• Curb Ramps are being added where needed or are being upgraded to current ADA standards <br />where they already exist. The estimated cost of this work is $220,000. Without the contract <br />amendment this work would be done under a separate project to comply with ADA requirements. <br />• Enhanced Bicycle Facilities which add traffic lane striping and green pavement markings to <br />enhance bicycle lanes on Twin Dolphin Drive to increase safety by increasing visibility of people <br />riding bicycles and by discouraging drivers from encroaching in the bicycle lanes. The estimated <br />cost of this work is $135,000. <br />Due to constraints of the grant, these additional funds cannot be spent on projects outside of the project <br />limits (i.e. not on Twin Dolphin Drive) or on scope that isn't consistent with the project description that <br />was provided to Caltrans during the funding allocation process. The additional spot repair, enhanced <br />bicycle facilities and curb ramps are consistent with the project description. <br />Contract change orders will be used to accomplish these proposed changes to the contract scope of <br />work and quantities. <br />FISCAL IMPACT <br />Funding for this project was included in the Fiscal Year 2017-18 budget and includes funding from an <br />OBAG-2 grant and the required local match is from the Roadway Maintenance & Rehabilitation Act (SB 1) <br />Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />
