6.G. - Page 3 of 9 <br />stakeholder walk audit, an in-person community meeting at Red Morton Community Center (attended by <br />roughly 40 participants), and an online mapping survey (received over 200 responses) where people could <br />add a point to a location on the map and submit their concerns or ideas. <br />Draft Improvement Alternatives <br />Community input informed the development of improvement opportunities along Roosevelt Avenue to <br />respond to speeding and collision patterns. These opportunities were evaluated for feasibility and <br />consistency with field conditions before they were refined into draft alternatives. Feasibility assessment <br />was based on national best practices, traffic count data, and field visits. Various types of traffic calming <br />measures and alternatives were identified for each challenge area and are outlined in Table 1. <br />Table 1: Issues and Associated Traffic Calming Measures <br />Issue Traffic Calming Measure <br />Visibility <br />Bulb -outs: are proposed to discourage parking too close to the intersection and to <br />increase visibility for vehicles turning from side streets onto Roosevelt Avenue. <br />Bulb -outs also increase pedestrian visibility by extending the sidewalk into the street, <br />raising the height of pedestrians, and by shifting parking away from intersections. <br />Pedestrian safety <br />Rectangular Rapid Flashing Beacon (RRFB): uses yellow flashing beacons to notify <br />drivers that people are crossing the street, reminding them to yield. <br />Roadway narrowing: reduces the crossing distance for pedestrians. Specifically for <br />seniors and children who are more likely to take longer to cross the street, it reduces <br />their exposure to moving vehicles. <br />Raised crosswalk: makes the crossing pedestrians more visible to drivers; also act as <br />speed table to slow drivers down. <br />Raised intersection: creates a plaza feeling and makes the intersection and crossing <br />pedestrians more visible to drivers. <br />Patterned crosswalk: increases the visibility of a crosswalk. <br />Speeding and poor <br />Splitter island: channelizes vehicle movements and requires a two-step crossing of an <br />driver behavior <br />intersection for vehicles. <br />Also, adds horizontal deflection to shift vehicles and slow them down as they approach <br />the intersection. <br />Traffic circle: requires drivers to slow down to comfortably travel around the circle. <br />Roundabout with raised splitter islands on each approach: requires drivers to slow <br />down to comfortably travel through the roundabout. <br />Speed hump: slows drivers down. <br />All -way stop control: requires vehicles to stop, yield, and proceed. <br />Bicycle safety <br />Roosevelt Avenue is a class III bikeway from Upton Street to EI Camino Real. Speed <br />management measures enhance bicycle safety. Also, Vera Avenue Bicycle Boulevard <br />Project creates a low -stress alternative bicycle route to Roosevelt Avenue. <br />Traffic congestion <br />Loading zone: adding a commercial loading zone (yellow curb) close to EI Camino Real <br />is proposed to accommodate business deliveries and to eliminate parking at red -curb <br />areas. <br />The feasibility assessment included some of the above-mentioned traffic calming measures.
