6.G. - Page 4 of 9 <br />All -way Stop Sign Analysis <br />Based on the identified issues and collision factors, five intersections along the corridor were evaluated <br />for all -way stop control: the intersections of Roosevelt Avenue with Connecticut Drive, McGarvey Avenue, <br />Fulton/Ebener Street, Clinton Street, and Adams Street. For all -way stop control evaluation, minimum and <br />maximum traffic volume on the major street, minimum traffic volume on the minor street, collision <br />history, pedestrian generator, proximity to school, and 85th percentile speed are studied. <br />Out of the five mentioned intersections, only the intersections of Roosevelt Avenue with Adams Street <br />and Connecticut Street met standards for all -way stop control. Through the community planning process <br />residents expressed a preference for alternatives to all -way stops at these two intersections and these <br />preferences are reflected in the conceptual design. <br />Roundabout operation assessment <br />A roundabout capacity assessment was conducted for intersections of Roosevelt Avenue with McGarvey <br />Avenue and Upton Street in response to community feedback and in light of the intersection volumes and <br />geometry. Following the Highway Capacity Manual (HCM) 2010 methodology, the reviewed criteria <br />included new peak hour traffic counts and capacity thresholds for two-lane roundabouts to determine if <br />a roundabout would affect delay or queuing at the intersections. Based on the assessment, roundabouts <br />at these intersections were feasible alternatives as the intersections would operate with minimal delay <br />and queuing on most approaches. <br />Community Engagement Stage 2 (October — December 2019) <br />The second stage of community engagement included in-person and online open houses along with the <br />second community survey, was focused on gathering feedback on feasible improvement alternatives <br />along the corridor. The City received about 117 comments and 640 location -specific votes on individuals' <br />preferred alternatives. The outcome of this stage helped the project team to come up with the preferred <br />alternative for each issue area. However, the preferred alternative for some locations needed refinements <br />to address more community concerns and to account for the constructability and cost of specific <br />improvements. <br />Refined Preferred Alternatives <br />o Roosevelt Avenue/Upton Street Intersection: even though more community members supported <br />a roundabout at this location (43 roundabout vs. 38 curb extension), the proposed preferred <br />alternative for the Upton Street intersection is curb extensions with high -visibility school <br />crosswalks. A roundabout at this intersection is feasible; however, it would be very expensive and <br />it would impact the adjacent gas station driveways.
