6.G. - Page 5 of 9 <br />o Roosevelt Avenue/McGarvey Avenue Intersection: based on the community survey, the preferred <br />alternative for this intersection is a roundabout; however in response to concerns about drivers <br />not yielding to pedestrians, rectangular rapid flashing beacons at each approach were added to <br />the roundabout concept. <br />The third survey in February 2020 asked community members for their level of support and their feedback <br />on the refined, preferred alternatives. This survey also asked the community about their preferred <br />implementation strategy and included two options: A) Permanent improvements built segment by <br />segment whenever funding is available, and B) A temporary "quick -build" project along the entire corridor <br />with permanent improvements to follow as funding becomes available. Out of 144 responses to this <br />question, approximately 62 percent of respondents preferred starting with a temporary "quick -build" of <br />the entire corridor to be followed by permanent treatments. <br />Community Engagement Stage 3 (June 2020) <br />To recommend proceeding with the pilot project construction, the City requires that a majority of the <br />project area residents support the installation of the traffic calming measures. To determine if this support <br />was met, a fourth and final survey was published in June 2020. The survey requested feedback from <br />residents on whether they support the overall project for pilot implementation of the preferred <br />alternatives along Roosevelt Avenue. Of 950 surveys that were mailed out, 367 responses were received <br />both online and by mail. Table 2, below, shows the survey result. <br />* Responses from other neighborhoods and duplicate responses from the same address were eliminated. <br />Cost Estimates <br />A preliminary construction cost estimate was developed for both the pilot and permanent installation of <br />the preferred alternative improvements. The pilot project from Alameda de las Pulgas to EI Camino Real <br />was estimated to cost $988,000. Due to the nature of some improvements, their construction would be <br />made with permanent materials. Roughly $200,000 of the pilot budget is for permanent curb ramps, <br />intersection geometry modifications and the installation of rectangular rapid flashing beacons at the <br />McGarvey intersection.
