6.G. - Page 6 of 9 <br />Due to the cost of the improvements and budget constraints due to the COVID-19 pandemic, staff <br />recommends the City fund the design phase of the pilot project with previously budgeted traffic calming <br />funds and then seek grant funding for construction. Potential grant opportunities include San Mateo <br />County Measure A and Measure W Bicycle and Pedestrian Grant Programs and regional and State Active <br />Transportation Grant Programs. While design costs are generally eligible expenses under these programs, <br />having a "shovel ready" project increases the likelihood of funding in these very competitive grant <br />programs. <br />Final Roosevelt Avenue Traffic Calming Plan <br />The final Roosevelt Avenue Traffic Calming Plan contains a description of the planning process step-by- <br />step, survey results, technical and feasibility analyses, and cost estimates. The complete planning report <br />is available at www.redwoodcity.org/roosevelt. <br />Next Steps <br />If the plan is approved, the next step is to select a civil engineering firm to develop the construction -level <br />design and specifications for construction of the pilot project using previously budgeted traffic calming <br />funds. Having a "shovel ready" project will make it more competitive for grant funding as those <br />opportunities arise. <br />FISCAL IMPACT <br />There is no fiscal impact associated with approving the plan, conceptual design, and implementation <br />strategy. If approved, award of a professional services contract to design the pilot project would be <br />brought to the City Council at a future date. Funding for the design of the pilot project would be provided <br />by the Traffic Calming Program in the Capital Improvement Budget for Fiscal Year 2020-21. <br />ENVIRONMENTAL REVIEW <br />As the lead agency under CEQA, the City of Redwood City has determined that approval of this conceptual <br />plan is not a "project" as defined by the CEQA Guidelines because adoption of a plan will not in and of <br />itself result in either a direct physical change in the environment or a reasonably foreseeable indirect <br />physical change in the environment. CEQA review would occur at the time of contract award. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. Additionally, staff notified the project stakeholder list and the chairs of the <br />Roosevelt and Central Neighborhood Associations and posted the meeting on the project's webpage. <br />Page 6 of 7 <br />_.
