6.F. - Page 2 of 31 (2) Allowing the use of the City public right-of-way, such as adjacent sidewalks and street parking, for restaurant outdoor dining in the Downtown (3) Allowing retail centers and businesses (citywide) to use portions of their private parking lots for outdoor dining, carhop dining and take-out meals The June 15 Proclamation also modified City permitting requirements to allow restaurants to immediately apply for a Temporary Outdoor Dining Permit (COVID-19) for use of public and private property for outdoor dining with no application fee. On June 22, the City Council ratified the Proclamation. The City Council approved the street closures referenced below and staff implemented the street closures and designated parking spaces for outdoor dining for grab -and -go delivery on June 26. The current term for the dining program is from June 26 to September 30. Staff and the task force reviewed the program after a month and made minor modifications to downtown street closures based on input from businesses. The following modifications (italicized below) were made to the original program: Downtown Streets Affected by Temporary Partial and Full Closure to Vehicular Traffic and Modifications • Main St. - between Middlefield and Broadway o Modification: Main St. between Stambaugh and Broadway is now open to two-way traffic to accommodate retail businesses and restaurants that needed access to parking. • Broadway St. - between Main and Jefferson (Jefferson opened to traffic) • Broadway St. - between Jefferson and Middlefield (Middlefield open to traffic) • Broadway St. — between Jefferson and Theater Way o Modification: This section is now open to two-way traffic as only one restaurant is operating outdoors. • Theater Way The following streets are open with sidewalk and parking spaces used for expanded dining: • 2400 block of Broadway St. - between Hamilton and Marshall (Broadway St. open to traffic) • 2600 block of Broadway St. - between Perry St. and EI Camino (Broadway St. open to traffic) At the time of the writing of this report, forty restaurants and bars received permits for outdoor dining in the Downtown. Outdoor dining currently takes place typically until 10 p.m. but most restaurants close before that time. No amplified music is allowed. Parking was identified for restaurant grab and go take- out and delivery during the duration of the street closure. Dining activity is strongest Thursday, Friday, Saturday nights and Sunday morning (brunch) but recently heat and smoke from surrounding fires have reduced the number of diners. There have been some occasional issues with social distancing and use of masks by patrons and restaurant/bar staff; these have been addressed by City social distancing monitors and police officers.
