6.D. - Page 2 of 26 <br />LifeMoves is a long-time partner of the City, providing shelter and services for homeless families and <br />individuals in Redwood City. In particular, LifeMoves currently provides homeless outreach services in <br />Redwood City, working closely with the Redwood City Police Department, the Fair Oaks Community <br />Center, the County of San Mateo, and other homeless services providers in the community. <br />Additionally, the City has a current agreement with LifeMoves for outreach and engagement of RV <br />Residents for $55,620, which was approved by the City Council on July 13, 2020. The current agreement <br />only covers the community outreach and engagement services by LifeMoves Community Outreach Case <br />Managers. <br />LifeMoves also currently operates Safe Parking facilities in San Jose. <br />ANALYSIS <br />Staff is currently seeking the approval of a two-year agreement with LifeMoves for the operation of the <br />two-year Temporary RV Safe Parking Site (Site) located at 1402 Maple Street and operation of the two- <br />year Temporary RV Safe Parking Program (Program) consisting of outreach, engagement, on site security <br />and case management services focused on transitioning unsheltered individuals and families living in RVs <br />on the street to permanent housing. The agreement is provided in Attachment B. The goals of the two- <br />year Temporary RV Safe Parking Program (Safe Parking Program) are as follows: <br />• Assisting RV residents in transitioning to permanent housing <br />• Assisting RV residents in obtaining needed social and/or employment services to support their <br />transition to permanent housing <br />• Reducing/eliminating RV residency -related impacts on neighborhoods and businesses <br />• Eliminating RV residency -related environmental and public health impacts <br />• Reducing the costs and staff time related to RV residency -related clean-up and response to call - <br />outs <br />LifeMoves intends to hire a program director, case managers, resident services coordinators, and an <br />external security guard company to provide services. Services will include, but not be limited to: <br />• Working with City officials to launch the two-year Temporary RV Safe Parking Program <br />• Conducting Outreach and Engagement to individuals and families living in RVs parked on the <br />streets in Redwood City <br />• Conducting Intake and Eligibility Interviews of applicants for the RV Safe Parking Program <br />• Providing Case Management Services to Safe Parking Program Participants to transition to <br />permanent housing alternatives <br />• Administering a Client Assistance Fund to support RV residents in overcoming barriers to program <br />eligibility and in securing permanent housing <br />• Developing, Monitoring, and Enforcing Safe Parking Program Site Rules and Regulations, as well <br />as policies and procedures <br />• Providing onsite staffing of the Site during all hours of operation <br />Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />43 <br />
