6.R. - Page 2 of 10 <br />base bid amount of $5,553,436.00. No bid alternates were awarded as staff determined that a number of <br />items could be City furnished and the City could perform specific work in-house to reduce costs. <br />On May 6, 2019, the City Council approved increasing the contract amount to Bothman, utilizing Park <br />Impact Fees in the amount of $1,221,756.00. The increase in Bothman contract was triggered primarily to <br />add the design/build scope of work for Barbara Butler's signature Magical Bridge Playhouse, Ava's Bridge, <br />benches and retreat huts. This work comprised 17% of the 22% total increase amount. The City was going <br />to work directly with Barbara Butler and secure a contract, however, Barbara Butler was unable to meet <br />the insurance requirements of the City. Bothman agreed to include her as a subcontractor and under <br />their insurance with the City. The additional 5% increase was allocated to cover usual contingency. <br />Bothman began construction on November 12, 2018. The project was anticipated to takejust under a year <br />to complete, however, the anticipated 36 inclement weather days included in the contract was far <br />exceeded with a total of 133 days. During construction, there were submerged infrastructure issues, <br />hazardous air days, and other conditions that extended the construction period an additional 188 days for <br />a total of 321 days. Bothman and the City have worked closely to navigate and resolve the logistical and <br />environmental issues that have affected the amended completion date. <br />ANALYSIS <br />The construction of the playground project includes an acre of play area, infrastructure for electrical <br />upgrades and safety cameras, fencing around the perimeter of the playground, and many improvements <br />beyond the footprint of the playground. Improvements include new electrical infrastructure for the <br />adjacent sports field, a new parking lot and ADA drop off area for the park, pedestrian and lot lighting, <br />new accessible entrance to the armory, improvements to the aging infrastructure for the new accessible <br />and dual -plumbed restroom, and the installation of an extensive storm water system to comply with the <br />new county regulations. In addition, the project includes a new picnic area and many pedestrian <br />improvements for public safety and accessibility such as new sidewalks and crosswalks, and accessible <br />pathways through the park for improved connectivity. The project also added over 60 trees to the park. <br />During construction, Bothman experienced Compensable Delays as defined by Section 7.06 (D) in the <br />General Conditions for the Magical Bridge Playground Project. As a result, Bothman incurred extended <br />overhead costs from excusable delays to meet the amended completion date. Overall, in addition to <br />typical discoveries and unforeseen conditions during a renovation of a park (like undocumented utilities, <br />existing pipes in poor condition, or working around tree roots), the project was significantly delayed to <br />unworkable site conditions due to overly saturated soil. There were also delays with permitting given the <br />unfamiliar technology used for the treehouse -type structure (called a tree pod) for a public play area. <br />Approvals for this took longer than anticipated and affected the build start time. In addition, poor quality <br />air due to wildfires in 2019 and 2020 delayed construction. The pandemic did not stop construction, but <br />it changed the sequence of construction due to smaller crew sizes allowed on site and altered the <br />procurement of materials and play equipment.
