At that time, I specifically requested that the Property be <br />excluded from the proposed Transit District Plan that others initiated and to which the Trust does <br />not consent. The Trust's strung request and desire is consistent: please keep the Property <br />completely outside the proposed Transit District Plan. <br />The Trust has a firm desire to see the development of affordable housing on the Property under <br />the Gatekeeper/Downtown Precise Plan ("DPP') process. The DPP was developed with very <br />specific design standards and requirements involving many stakeholders over a number of years. <br />The Trust is very comfortable developing the Property under the DPP requirements once the <br />Gatekeeper process allows a greater allocation of residential housing here, <br />As you probably know, the City has fallen very short of meeting its Regional Housing Needs <br />Assessment ("RHNA") for income -restricted housing. The RHNA is a representation of future <br />housing needs for all income levels of the City and is a requirement of California State housing <br />law. The City must plan far its RHNA allocation in its General Plan Housing Element. According <br />to the most recent progress report filed with the California Department of Housing and Community <br />Development ("HCD"), the City has not met, nor come close to meeting, its current RHNA in any <br />
