From: C Roper
To: GRP -City Council
Cc: Council -Diane Howard; Council -Shelly Masur; Council -Alicia Aguirre; Council -Ian Bain; Council -Janet Borgens;
Council-Giselle Hale; Council -Diana Reddv; Sea Bass
Subject: Public Comment: 8.13. Zoning Ordinance amendments related to Accessory Dwelling Units (ADU)
Date: Monday, October 12, 2020 3:52:00 PM
Dear City Council: Mayor and Council Members: Appreciate your hard work
during the covid time. This is in regard to emergency ordinance regulations for
ADU
Public Comment: 8.13. Zoning Ordinance amendments related to Accessory
Dwelling Units (ADU)
I Request you all to please reject this additional regulation from staff and planning
commissioner on height restriction:
Please Reject the 16 foot maximum height for detached ADUs and attached
ADUs encroaching within the rear yard setback proposed by the staff
The state has said the city should allow a minimum of 16 ft height. But the staff is
using this 16 ft as a ceiling. This clearly is an attempt by the city to limit the ADU
construction in the city.
It is not possible to build a usable second story at 16 ft height
This regulation is not good for homeowners who want to build a second story ADU.
1 This regulation will force homeowners to build a single story ADU instead of a
garage with a second story ADU.
With no garages there will be more cars on the street elevating already existing
parking problems.
2 Second story ADU is not possible with a height limit of 16 ft. Thi low height does
not give comfortable, usable and livable space.
3. This height limit limits designs to match the architecture of the main house.
4. There was no public awareness done and no notices provided before this
emergency ordinance public hearing for this initiative.
Attached ADU was added along with detached ADU at the last minute by the staff
with no commission/council public hearing at all for the attached.
5. Due to covid times and no in-person council meeting, the city needs to do more
public awareness before imposing strict regulations like these. Possibly
