8.A. - Page 17 of 104
medical systems, we continue to adapt the way we are providing services and engaging with our
community, particularly for our seniors and most vulnerable residents.
Thanks to the leadership of our City Council and the dedication of our staff, we have not had any major
disruption in providing essential services since the pandemic first emerged. Staff have been working
around the clock to make sure that we have clean water, that our sewer systems are functioning well,
and that trash and recycling collection happens on schedule. We continue to respond to emergency
medical events, to fires, to major law enforcement and safety issues.
The City has partnered with San Mateo County to make testing more accessible to Redwood City
residents and to promote safe hygiene. We have provided the business community with information
and health guideline materials to post in their establishments and have coordinated onsite community
testing in Redwood City neighborhoods most at risk.
Following the City Council's guidance, we have prioritized our response work to support the most
vulnerable populations in Redwood City, including seniors, essential worker residents, and those
confronted with housing and food insecurity. These efforts directly align with County Health officials'
recommendations for reducing the spread of the virus.
Redwood City has administered an Emergency Rental Assistance Program for families and individuals
who have experienced a loss of income due to the pandemic. The City has committed over $500,000 in
City operating funds, and allocated over $1.7 million in federal, county, and private funds to this
program. Fully 40% of all residents in San Mateo County receiving rent assistance received this support
due to the City's efforts. As of September 18, 2020, over $2.2 million has been spent to assist 940
households. Many were assisted multiple months; 141 households who requested assistance for a
second time were provided that assistance.
40% of San Mateo County residents receiving rent assistance received support
through Redwood City's efforts
The City has committed $1.7 million over two years for a Safe Parking Pilot Program to allow 110
permits for on- and off-street Recreational Vehicle (RV) parking and the creation of a 30-50 space Safe
RV Parking Site, supported by outreach and case management services from LiveMoves.
Emergency meals have routinely been provided out of the Fair Oaks Community Center to about 20
Redwood City families. At the peak of the pandemic, demand for distributions was daily; it has since
shifted to three days a week but is expected to increase if circumstances worsen in the coming months.
In addition, the Veterans Memorial Senior Center is providing more than 300 daily meals to Redwood
City seniors.
Recognizing that childcare is necessary for caregivers to go to work, the Fair Oaks Community Center is
providing childcare to 20-30 children of essential service workers in Redwood City. We also have three
different locations where we are hosting learning pods for students. We are currently serving 123
children from multiple schools, and continue to receive calls as more parents learn of the program. Most
students are from families who do not have the option to work from home, so this is providing a vital
service to them. We will continue to adapt our program as the districts transition to a hybrid learning
model in January, with students at home part of the time, and on school campuses part of the time.
BUDGET MESSAGE A6
