We are working to reduce Redwood City's carbon footprint - as an organization and as a community. Along with greenhouse gas mitigation strategies, we have implemented adaption strategies, including partnering with community groups to increase citywide tree planning, and increasing planting along the shore to minimize erosion and sequester emissions. On September 14, 2020, the City Council adopted all -electric "reach" building codes, a key strategy for reducing greenhouse gas emissions by promoting building electrification. The City Council's Environmental Initiatives Committee received considerable feedback from environmental groups on the draft 2030 Climate Action Plan this summer, and it is expected the draft Plan will come before Council in November for consideration, in addition to the Green Purchasing Policy. An interdepartmental Climate Adaptation Team is being formed to develop recommendations for modifying operations, facilities and programs in light of changing climate conditions. To pursue these goals, I am proposing $500,000 in Fiscal Year 2020-21 for climate adaptation initiatives. On June 22, Mayor Diane Howard established the City Council's Ad Hoc Committee on Policing, which has sought community input on racial equity while reviewing policies and researching best practices relating to municipal policing. The City partnered with the Peninsula Conflict Resolution Center to convene six online community dialogue sessions on racial equity and city services, including policing, during the first quarter of the fiscal year. The Committee and staff also sought research assistance from Stanford University and attended numerous webinars. One of the key recommendations from the community regarding these issues has been to explore alternatives to police officers responding to mental health crisis calls by considering the deployment of mental health clinicians in partnership with police officers or instead of police officers when possible. I am recommending $200,000 for Fiscal Year 2020-21 to fund a Pilot Program in partnership with San Mateo County and other cities. The agencies intend to partner with the John Gardner Center for Youth and the Families at Stanford University to establish research measures and report on program effectiveness. The City Council endorsed the concept of an Equity Workplan to apply an equity lens to City policy and to support diversity, equity and inclusion initiatives for employees and for volunteer leaders such as on board, commission and committee members. The Ad Hoc Committee recommended several activities to advance equity within public safety services, within the City organization and all other City services, and within the community. A full list of recommended activities is provided in Attachment A and the Revised Budget incorporates all of these recommendations.
