8.A. - Page 58 of 104 <br />City Manager <br />• Develop short and long-term programs and initiatives in support of the City's COVID-19 <br />Response Strategy — Respond, Restore and Reimagine <br />• Administer over $1 million in new Community Development Block Grant Coronavirus <br />(CDBG-CV) federal funds to provide housing assistance to residents impacted by COVID-19 <br />• Implement the Partnership for the Bay's Future Challenge Grant, which includes <br />developing a program to preserve naturally occurring affordable housing and evaluating <br />and enhancing the City's tenant protection ordinances by end of 2021 (multi-year project) <br />• Develop a COVID-19 informed Economic Vitality Action Plan, which may include activities <br />such as an expanded outdoor business activity program, the sharing of information and <br />business resources, establishment of a shop local campaign, explore flexible ground floor <br />retail space in the Downtown, and workforce development opportunities. <br />• Monitor state and local eviction prevention measures and recommend City action as <br />needed. <br />• Support the City Council's Ad Hoc Committee on Policing and develop and implement <br />recommended activities. <br />• Develop options to support revenue generation, including implementation of storefront <br />retail cannabis by March 2021 <br />• Develop a Strategic Communications Plan for discussion with the City Council <br />Communications Committee in November 2020 <br />• Implement the City Council approved Safe Parking Program including a state <br />grant -funded rapid rehousing program by December 2020 <br />• Implement orientation and on -boarding activities for newly -elected City <br />Councilmembers December 2020 through March 2021 <br />Community Development and Transportation <br />• Support businesses modifying their facilities enable expanded temporary sidewalk cafes <br />and other outdoor business uses to meet public health objectives due to COVID-19; <br />including creation of a rapid response team to help with construction review <br />• Conduct a Building Inspection and Code Enforcement Division organizational review by <br />April 2021 to increase efficiency and enhance customer service <br />• Facilitate the development of Accessory Dwelling Units (ADUs) by amending the City's <br />ordinance to be consistent with State law, streamlining building permit issuance, <br />STRATEGIC PRIORITIES AND GOALS 117 <br />
