6.B. - Page 29 of 39
!( KennedyJenks
• An additional Bear Gulch Reservoir concept could use the Bear Gulch Reservoir site (but not the
Bear Gulch Reservoir) to bring raw water to be treated with the addition of a holding tank on
site. The volume of the holding tank to be estimated based on the current thinking on
engineering storage requirements for DPR.
• DPR alternative development and evaluation progress will be presented at Webinars #2 and #3.
Deliverable: Summary tables and maps of DPR alternatives, which will be incorporated into the Phase 3
Study in (Task 3).
2.2 DPR Regulatory Considerations
This task will provide a regulatory overview of anticipated DPR regulatory requirements, current
statewide efforts to define DPR and a discussion of risks related to planning for unknown criteria.
Anticipated pathogen removal credits for treatment train processes will be presented and used as the
basis for the treatment train described in Task 2.1.
Deliverable: Summary table of regulatory requirements, which will be incorporated into the Phase 3
Study in (Task 3).
2.3 DPR Conceptual Level Cost Estimates
An engineers of opinion of probable costs will be developed at a Class 5 level, representing planning to
feasibility level information with an estimated accuracy range between -30 percent and +50 percent.
Refinements will be made, as appropriate. Unit capital and O&M costs will be based on assumptions and
templates developed for the Phase 2 study to allow for a comparison of the relative costs for RWA,
RaWA and TWA for the different flow rates. DPR alternative costs will be presented at Webinars #3 and
#4.
Deliverable: Summary and detailed cost tables, which will be incorporated into the Phase 3 Study in (Task
3).
2.4 DPR Implementation Considerations
A broader discussion of Regional Water System (RWS) considerations, including other potential users of
purified water and additional storage opportunities (e.g. expanding Bear Gulch or Calavares) will be
provided based on TM #2 (Task 1.5) and discussions with the PREP TAC. Evaluation of these options will
be qualitative in nature. Facilities to expand beyond those discussed in Task 2.1 will not be evaluated, nor
will costs be provided. A discussion of demands for purified water in wet years and year-round will be
based on input from SFPUC and BAWSCA. This task does not include a RWS supply/demand analysis. This
task will also rank the DPR alternatives based on the decision metrics in Task 1.1. A potential
implementation timeline will be developed as part of Task 3.1. DPR alternative outcomes will be
presented at Webinar #4.
Deliverable: DPR ranking outcomes for the alternatives defined in Task 2.1, which will be incorporated
into the Phase 3 Study in (Task 3).
Page 7
51
ATTY/AGR.2020.216/MOA- SVCW, SFPUC, BAWSCA, Cal -Water, City of San Mateo (Page 26 of 36)
