Let's continue with the law. In 2005 Gov. Arnold Schwarzenegger signed an Executive Order (5-3-05) and <br />followed it up with Assembly Bill 1358 to go towards GHG reductions and increasing Transportation <br />Equity by using "Complete Streets" — the "Black Lives Matter" movement of the Transportation world. <br />Gavin Newsom re -iterated this with his Executive Order (N-19-19) from just last year. California Law <br />instructs California Cities — and that includes especially cities in San Mateo County, which have some of <br />the highest GHG per capita in the state — to create equitable "Complete Streets". <br />And here is your problem: your Transportation Director and your City Manager are not. <br />According to the plans of Greystar and city staff, Lathrop and Beech Street are part of a transit oriented <br />developed, but then they declare those streets "Class 3 Bicycle Boulevards" also knows as "streets" or <br />"roads" with a sign and/or sharrows. Whenever you hear or see the words "Class 3 Bicycle Route" or <br />"Class 3 Bicycle Boulevard" on a map or a plan, Mark Muenzer, Melissa Stevenson -Diaz and Jessica <br />Manzi are violating the law — definitely the "Spirit of current California Law". Mark Muenzer, Melissa <br />Stevenson Diaz and Jessica Manzi are purposefully and knowingly defying the idea of a transit oriented, <br />low stress, open space, city block neighborhood, etc. modern city planners nowadays are striving <br />towards. <br />Here is what Class 3 Bike Facilities are not: <br />- They are not real Bike Facilities: according to Caltrans, Aashto, Nacto that would require <br />preferential treatment to bikes. But bicycles are just `guests' on bike routes and sharrowed <br />streets like "Bicycle Boulevards". <br />- Class 3 "bike boulevards" are not suitable to provide Equity in Transportation (according to <br />Toole Design and others) <br />- Class 3 "bike boulevards" cannot provide safety and cannot be used as Vision Zero tools <br />(according to Aashto and others) <br />- Class 3 "bike boulevards" are not low stress facilities and therefore not suitable for "All Ages or <br />Abilities" (according to Fehr & Peers and others) <br />- Class 3 "bike boulevards" are not 8-80s (years) facilities and cannot be used for <br />Safe -Routes -To -School (according to SRTS and SR2S). <br />What Melissa Stevenson -Diaz, Mark Muenzer and Jessica Manzi together with the developer are trying <br />to sell here is a Woonerf, Home Street, Spielstrasse, Livable Street type of facility. But these facilities are <br />currently not legally doable in California as that concept comes with some requirements, California law <br />does not support yet. <br />One example of what a "Shared Space" type Bicycle Boulevard would look like is Halifax: <br />https://www.youtube.com/watch?v=feW5RycrhbU <br />- Average Speed <5-10 mph <br />- Pedestrians can cross anywhere, anytime <br />- No street parking allowed to improve visibility <br />
