The Project was recently considered and continued by the City Council at its July 13, 2020 meeting (as Agenda Item 8.A) after questions were raised regarding whether the community had had adequate time to review the details of the proposed land exchange. We urge you to consider the following points if and when the Project is considered again at a future City Council meeting. At the outset, Graniterock strongly supports the proposed extension of Blomquist Street to improve transportation connectivity and safety within the City's Port area. At the same time, Graniterock is concerned that at least one element of the proposed Project has not been vetted by the community or adequately considered under the California Environmental Quality Act ("CEQA"), namely, the County's proposed relocation of the LifeMoves Maple Street Homeless Shelter (the "Maple Street Shelter") immediately adjacent to longstanding, heavy industrial uses. The County's Approval of the Proposed Land Exchange Agreement The proposed land exchange agreement between the City and County would result in the County conveying property owned by it at 1580 Maple Street to the City, the current site of the Maple Street Shelter, in exchange for City -owned property at 1402 Maple Street. After the land exchange, the City would lease 1580 Maple Street back to the County for a period of time to allow the County to continue operating the shelter, but the County would be required to vacate the property and to relocate shelter by a date certain to provide for the construction of the Blomquist Street Extension.
