S.A. - Page 10 of 302 <br />narrowed streets (from 26 ft. to 20 ft.), bulb outs, enlarged sidewalk zone on the east side of the <br />street to allow for more pedestrian gathering spaces, and mid -block crossing at the child care and <br />office lobby entries. <br />• Install traffic calming measures on Redwood Avenue between EI Camino Real and Hudson Road. <br />Improvements include speed humps, bulb outs, and improved crosswalks to slow traffic and <br />improve pedestrian safety (see the Community Benefits section for more information). <br />Transportation Analysis — The City has historically analyzed traffic and circulation impacts of a project <br />through the CEQA environmental analysis. In that review, the City would identify a number of intersections <br />within and near the project site and conduct analysis to determine how the project would impact level of <br />service (LOS) or delay at those intersections. In circumstances that the delay was found to be significant, <br />the environmental analysis would identify mitigation measures to lessen these impacts to less -than - <br />significant. <br />On July 27, 2020, the City Council approved General Plan amendments and a Transportation Analysis <br />Manual (TAM), implementing new environmental criteria (Vehicle Miles Traveled) in accordance with <br />State law. While vehicle miles traveled (VMT) will be considered in accordance with CEQA, LOS will be <br />considered with a land use evaluation in accordance with the General Plan, separate and apart from CEQA. <br />Under the General Plan LOS requirements, development projects are required to complete a <br />transportation analysis (TA) to evaluate a project's effects on the local transportation network. The TA <br />emphasizes the effects of land use projects on all modes of transit, including the effects on transit service, <br />changes in conditions for pedestrians and bicyclists, site access and circulation, intersection levels of <br />service, and freeway operations. This analysis considers the potential impact of the project when <br />compared to various conditions, namely (1) existing, (2) background, and (3) cumulative. Deficiencies to <br />the roadway system are identified by comparing the LOS results with and without the project for each <br />scenario. Recommended improvements to address or lessen any identified deficiencies are provided. <br />The South Main Mixed -Use TA analyzed operations at 30 intersections and identified a total of eight (8) <br />transportation improvements, which range from signal modifications and bicycle and pedestrian <br />improvements to contributions toward larger projects that would lessen these deficiencies.
