S.A. - Page 2 of 302 <br />BACKGROUND <br />The applicant, Greystar, submitted an application in 2018 for a mixed-use development including 272 <br />multifamily residential units (including 37 at the low income level), 589,700 sq. ft. of office, 10,000 sq. ft. <br />of retail, and a 10,000 sq. ft. child care facility. Since then, and as a result of City staff analysis, community <br />input, and feedback from Committees, Commissions, and City Council, the applicant has further developed <br />and refined their proposal. <br />In July 2019, the notice of EIR preparation and Initial Study (NOP) were circulated for a 30 -day public <br />review period and a scoping session was held on July 30, 2019 with the Planning Commission for the <br />revised project of approximately 550,000 sq. ft. of office, 291 multi -family units (including 97 affordable <br />units), 28,000 sq. ft. of retail, and 8,500 sq. ft. of child care. In January 2020, a revised NOP was circulated <br />to describe the changes to the proposed project based on comments received during the NOP process <br />and at the City Council study session on September 9, 2019, including adding 249 housing units and <br />reducing the office space by 19,000 square feet. A second scoping session was held on February 18, 2020 <br />with the Planning Commission. <br />Over the past year, the EIR was released for a 45 -day comment period, with comments received from the <br />public and other agencies. During this project development and review period, the applicant has <br />conducted a number of public outreach meetings and the project was reviewed three times by the <br />Architectural Advisory Committee (AAC), two times by the Transportation Advisory Committee (TAC), and <br />once by the City Council and Historic Resources Advisory Committee (HRAC) (meetings linked in the <br />attachments). The Final EIR, responding to comments, was made available on October 9, 2020. <br />PROJECT DESCRIPTION <br />The applicant proposes a mixed-use development on six blocks (labeled A -F) totaling approximately 8.3 <br />acres generally located between EI Camino Real, Maple Street, Cedar Street and Main Street and an offsite <br />affordable housing development at 1304 EI Camino Real (at Jackson Avenue). Residential uses are <br />proposed on Parcels A, D, and F and office uses are proposed on Parcel B, C, and E. Ground floor retail <br />would front EI Camino Real and activate existing and proposed open space on Main Street.
