11/16/2020 <br />Impact PH -14b: Implementation of the Project would not displace substantial <br />numbers of existing people or housing, necessitating the construction of <br />replacement housing elsewhere. <br />15. Public Services. These findings regarding the Project's potential impacts relating to <br />public services are based on the analyses on pages PS 4.15-4 through PS 4.15-6 of <br />the Initial Study, which is hereby incorporated herein in its entirety. <br />Impact PS -15a: Implementation of the Project would not result in substantial <br />adverse physical impacts associated with the provision of new or physically <br />altered governmental facilities, or the need for new or physically altered <br />governmental facilities, the construction of which could cause significant <br />environmental impacts, in order to maintain acceptable service ratios, response <br />times, or other performance objectives for any of the public services: Fire <br />Protection; Police Protection; Schools; Parks; or Public Facilities. <br />16. Recreation. These findings regarding the Project's potential impacts relating to <br />recreation are based on the analyses on page REC 4.16-2 of the Initial Study, which is <br />hereby incorporated herein in its entirety. <br />Impact REC-16a: Implementation of the Project would not increase the use <br />of existing neighborhood and regional parks or other recreational facilities such <br />that substantial physical deterioration of the facility would occur or be <br />accelerated. <br />Impact REC-16b: Implementation of the Project would not result in adverse <br />physical effects related to the construction or expansion of recreational facilities. <br />17. Transportation and Traffic. These findings regarding the Project's potential <br />impacts relating to transportation and traffic are based on the analyses on pages 3.5- <br />20 through 3.5-28 of the DEIR, and on pages TRA 4.17-2 through TRA 4.17-3 of the <br />Initial Study, which are hereby incorporated herein in their entirety. <br />Impact TT -1: The Project would not conflict with a program plan, ordinance, <br />or policy addressing the circulation system, including transit, roadway, <br />bicycle, and pedestrian facilities. <br />Impact TT -2: The Project would not conflict or be inconsistent with CEQA <br />Guidelines Section 15064.3, subdivision (b). <br />Impact TT -3: The Project would not substantially increase hazards due to <br />geometric design feature (e.g., sharp curves or dangerous intersections) or <br />incompatible uses (e.g., farm equipment). <br />Impact TT -4: The Project, in combination with past, present, and <br />reasonably foreseeable projects, would result in less -than -significant <br />cumulative impacts with respect to transportation. <br />Impact TT -17d: Implementation of the Project would not result in inadequate <br />emergency access. <br />18.
