11/16/2020 <br />impacts relating to utilities and service systems are based on the analyses on pages <br />UTL 4.14-4 through UTL 4.14-43 of the Initial Study, which are hereby incorporated <br />herein in their entirety. <br />Impact UTL-19c: Implementation of the Project would result in a <br />determination by the wastewater treatment provider that serves or may serve <br />the project that it has adequate capacity to serve the project's projected <br />demand in addition to the provider's existing commitments. <br />Impact UTL-19d: Implementation of the Project would not generate solid <br />waste in excess of State or local standards, or in excess of the capacity of <br />local infrastructure, or otherwise impair the attainment of solid waste <br />reduction goals. <br />Impact UTL-19e: The Project would comply with federal, state, and local <br />management and reduction statutes and regulations related to solid waste. <br />B. Findings Regarding Potentially Significant Impacts. <br />The following potential environmental impacts of the South Main -Mixed Use Project <br />were determined to be potentially significant and to require mitigation measures to avoid <br />their effects or to reduce their severity, as set forth in Chapter 3 of the DEIR and Chapter <br />4 of the Initial Study, as incorporated into the FEIR. The City Council concurs with the <br />conclusions in the DEIR and Initial Study, as incorporated into the FEIR, and makes the <br />following findings with respect to such potentially significant impacts. <br />1. Air Quality Impact AQ -1: The project could conflict with or obstruct implementation <br />of the applicable air quality plan. <br />Mitigation Measures. EIR Mitigation Measure AQ -2a and AQ -2b will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact AQ -1. Based on the FEIR and the entire record <br />before the City, the City Council finds that incorporating the requirements of <br />Mitigation Measure AQ -2a and Mitigation Measure AQ -2b into the Project would <br />substantially lessen the severity of Impact AQ -1, such that this impact would be less <br />than significant, because Mitigation Measure AQ -2a requires all construction <br />activities to occur in compliance with the Bay Area Air Quality District's best <br />management practices, which the District has determined reduce the health risks <br />associated with fugitive dust from construction activities to acceptable levels, and <br />Mitigation Measure AQ -2b requires construction contractors to use equipment that <br />meets the Air Resources Board's and/or United States Environmental Protection <br />Agency's Tier 4 Final emissions standards for off-road diesel -powered construction <br />equipment with more than 50 horsepower for all construction activities, unless it can <br />be demonstrated to the City of Redwood City Planning & Housing Division that such <br />equipment is not available. Any emissions control devise used by the contractor <br />shall achieve emissions reductions that are no less than what could be achieved by <br />Tier 4 Final emissions standards for a similarly sized engine, as defined by ARB or <br />ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED -USED PROJECT <br />REV: 11-03-2020 PR <br />Page 15 of 32 <br />RESO.
