11/16/2020 <br />EPA regulations. For any substitute emissions control device employed, the <br />contractor shall provide documentation that the associated emissions reductions are <br />no less than what could be achieved by Tier 4 Final emissions standards for a <br />similarly sized engine. This finding is based on the entire record of proceedings for <br />the Project, including but not limited to the discussion and analysis set forth on pages <br />3.2-18 through 3.2-20 of the DEIR, which includes a full statement of the impact and <br />applicable mitigation measures and is hereby incorporated herein in its entirety. <br />2. Air Quality Impact AQ -2: The Project could result in a cumulatively considerable <br />net increase of any criteria pollutant for which the project region is non -attainment under <br />an applicable federal or state ambient air quality standard. <br />Mitigation Measures. Mitigation Measure AQ -2a and Mitigation Measure <br />AQ -2b will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact AQ -2. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measure AQ -2a and Mitigation Measure <br />AQ -2b into the Project would substantially lessen the severity of Impact AQ -2, such <br />that this potential impact would be less than significant, because Mitigation <br />Measure AQ -2a requires all construction activities to occur in compliance with the <br />Bay Area Air Quality District's best management practices, which the District has <br />determined reduce the health risks associated with fugitive dust from construction <br />activities to acceptable levels, and Mitigation Measure AQ -2b requires construction <br />contractors to use equipment that meets the Air Resources Board's and/or United <br />States Environmental Protection Agency's Tier 4 Final emissions standards for off- <br />road diesel -powered construction equipment with more than 50 horsepower for all <br />construction activities, unless it can be demonstrated to the City of Redwood City <br />Planning & Housing Division that such equipment is not available. Any emissions <br />control devise used by the contractor shall achieve emissions reductions that are no <br />less than what could be achieved by Tier 4 Final emissions standards for a similarly <br />sized engine, as defined by ARB or EPA regulations. For any substitute emissions <br />control device employed, the contractor shall provide documentation that the <br />associated emissions reductions are no less than what could be achieved by Tier 4 <br />Final emissions standards for a similarly sized engine. This finding is based on the <br />entire record of proceedings for the Project, including but not limited to the <br />discussion and analysis set forth on pages 3.2-20 through 3.2-24 of the DEIR, which <br />includes a full statement of the impact and applicable mitigation measures and is <br />hereby incorporated herein in its entirety. <br />3. Air Quality Impact AQ -3: The project could expose sensitive receptors to <br />substantial pollutant concentrations. <br />Mitigation Measures. Mitigation Measures AQ -2b and AQ -3 will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact AQ -3.
