11/16/2020 Project would substantially lessen the severity of Impact AQ -3, such that this potential impact would be less than significant, because Mitigation Measure AQ - 2b requires construction contractors to use equipment that meets the Air Resources Board's and/or United States Environmental Protection Agency's Tier 4 Final emissions standards for off-road diesel -powered construction equipment with more than 50 horsepower for all construction activities, unless it can be demonstrated to the City of Redwood City Planning & Housing Division that such equipment is not available. Any emissions control devise used by the contractor shall achieve emissions reductions that are no less than what could be achieved by Tier 4 Final emissions standards for a similarly sized engine, as defined by ARB or EPA regulations. For any substitute emissions control device employed, the contractor shall provide documentation that the associated emissions reductions are no less than what could be achieved by Tier 4 Final emissions standards for a similarly sized engine. Additionally, Mitigation Measure AQ -3 requires one of two requirements to be fulfilled as the emergency generators are installed or permitted. This finding is based on the entire record of proceedings for the Project, including but not limited to the discussion and analysis set forth on pages 3.2-25 through 3.2-33 of the DEIR, which includes a full statement of the impact and applicable mitigation measures and is hereby incorporated herein in its entirety. 4. Air Quality Impact AQ -5: The Project, in combination with past, present, and reasonably foreseeable projects, could result in cumulatively considerable air quality impacts. Mitigation Measures. Mitigation Measures AQ -2a, AQ -2b, and AQ -3 will be implemented for the Project as provided in the MMRP. Findings Regarding Impact AQ -5. The City Council hereby finds that incorporating the requirements of Mitigation Measures AQ -2a, AQ -2b, and AQ -3 into the Project would substantially lessen the severity of Impact AQ -5, such that this potential impact would be less than significant, because Mitigation Measure AQ - 2a requires all construction activities to occur in compliance with the Bay Area Air Quality District's best management practices, which the District has determined reduce the health risks associated with fugitive dust from construction activities to acceptable levels and Mitigation Measure AQ -2b requires construction contractors to use equipment that meets the Air Resources Board's and/or United States Environmental Protection Agency's Tier 4 Final emissions standards for off-road diesel -powered construction equipment with more than 50 horsepower for all construction activities, unless it can be demonstrated to the City of Redwood City Planning & Housing Division that such equipment is not available.
