Additionally, funds from other <br />competing City programs are yet to be considered for initial deployment, and long-term <br />commitment to this type of program. <br />1.2 Written Policies and Procedures: <br />Written policies and procedures serve to provide guidance and application for the BWC <br />system in the utilization, storage and reproduction of evidence, and removal from <br />retention. The anticipated policies and procedures also help to inform the selection of <br />hardware and software systems that form the complete BWC system to meet the <br />effective and efficient working application of the Redwood City Police Department <br />(RCPD). To some extent the reflection of policies and procedures directly correlate to <br />the capabilities of the camera and management software systems. Functionality <br />available in some BWC systems allows for Computer Aided Dispatch (CAD) and <br />Records Management Systems (RMS) to communicate jointly and provide time -saving <br />advantages when documenting the use and storage of BWC evidence. The policies and <br />procedures governing the anticipated BWC system written by the RCPD will incorporate <br />the full advantage of this available technology. Other technology advancements in <br />automatic camera activation for certain types of activity, such as the emergency lighting <br />system activation on a patrol car or the laser activation on a Taser device is also <br />incorporated within the governing directives of the BWC policies and procedures. <br />To produce the most efficient and effective utilization of a BWC system, the RCPD <br />reviewed and studied a multitude of policies from a variety of departments. Both smaller <br />and larger departments were reviewed to find appropriate language to meet the needs <br />of our Department and community, as we attempt to be a leading example for other <br />departments to follow in building additional avenues of trust with the public through a <br />comprehensive BWC policy. <br />The BWC policy establishes clear guidelines on the intended use of the BWC device <br />(during enforcement interactions), including guidelines on when the BWC device will not <br />be activated as well. The policy successfully reaches this objective through language <br />that supports the appropriate collection of unbiased recordings during potential and <br />actual enforcement interactions. BWC guidelines serve to established proper video <br />evidence collection and archival procedures of enhanced evidence of police <br />enforcement contacts. <br />As you would expect, the Redwood City Police Department BWC policy reaches farther <br />than any other policy reviewed when it comes to providing transparency on how the <br />Departement will use BWC video to measure appropriate compliance with proper <br />performance measures and compliance with existing policies and procedures. Policy <br />Section H, Supervisor Responsibilities, was specifically designed to establish the <br />Department's intent to provide a regular report on the results of our BWC video review. <br />Absent from all other policies reviewed, this section, will hopefully serve to enhance the <br />existing trust we have established with our community and governance. It is our intent to <br />use the regular review of selected BWC video to inform our supervisors and command <br />staff on compliance with existing policy and procedures, recommendations for training, <br />equipment selection, and policy modifications to reach the desired outcome of the <br />program. <br />Because BWC policies and procedures are pivotal to all other implementation stages of <br />a BWC system, the RCPD has moved forward with the production of written policies <br />and procedures in advance of a BWC system purchase approval.
