CECW: <br />Categorically Exempt - Class 8 (Actions by Regulatory Agencies for Protection of <br />the Environment), and Class 31 (Historical Resource Restoration/Rehabilitation) <br />Motion and second, Masur and Hale, to adopt a resolution designating the <br />residence at 149 Clinton Street a Redwood City historic landmark, passes <br />unanimously by roll call vote. <br />7.C. Establishment of Seaport Centre/Seaport Plaza Community Facilities District, <br />public hearing, property owner election, necessity for special tax <br />indebtedness, and introduction of ordinance to levy special taxes (506) <br />Assistant City Manager and Administrative Services Director Michelle Poche <br />Flaherty gave a presentation. <br />Mayor Howard opened the public hearing. There was no public comment. <br />Mayor Howard close the public hearing. <br />Recommendation: <br />1. Hold a public hearing regarding the establishment of the City of Redwood City <br />Community Facilities District No. 2020-1 (Seaport Centre/Seaport Plaza) <br />("CFD"), the levy of special taxes in the CFD and the issuance of indebtedness <br />secured by special taxes to be levied in the CFD; <br />2. Adopt Resolution of the City Council of the City of Redwood City Forming City <br />of Redwood Community Facilities District No. 2020-1 (Seaport Centre/Seaport <br />Plaza), and Approving Related Documents and Actions; Res (0131) 15915 <br />3. Adopt Resolution of the City Council of the City of Redwood City Determining <br />Necessity to Incur Bonded Indebtedness and Other Debt Payable from Special <br />Taxes Levied in City of Redwood City Community Facilities District No. 2020-1 <br />(Seaport Centre/Seaport Plaza), and Approving Related Documents and Actions; <br />Res (0132) 15916 <br />4. Adopt Resolution of the City Council of the City of Redwood City Calling a <br />Special Election in the City of Redwood City Community Facilities District No. <br />2020-1 (Seaport Centre/Seaport Plaza); Res(0133)15917 <br />5. Conduct a mail ballot election of the qualified landowner electors in the CFD; <br />6. Adopt Resolution of the City Council of the City of Redwood City Declaring <br />Results of Special Election in City of Redwood City Community Facilities District <br />No. 2020-1 (Seaport Centre/Seaport Plaza), and Directing Recording of Notice of <br />Special Tax Lien; and Res (0134) 15918 <br />7.
