6.E. - Page 47 of 272
Phase I — Design
During the design phase of the project, each of the required sub -systems are scrutinized from an application standpoint.
This review extends to such sub -systems as the ClevercitiCockpit Management Software, ClevercitiSensors, signage, and
the EnSight count system. Based on the performance characteristics of the proposed components, the responsible
managers will determine what components best fit the required functionality.
The software team will define the required software developments that will be needed to support the operational
requirements of the system as well as to interface with the selected hardware components. Timelines will be determined,
and various packages will be assigned to individuals within the organization. Regular internal meetings will be held to keep
the Project Managers apprised of the status of each development and allow for additional resources, if necessary, to meet
the project schedule.
The engineering teams for both Cleverciti and EnSight will rely on the onsite installation teams to assess the appropriate
network infrastructure, hardware, installation methods, and routes for the duct banks and conduit runs. These observations
will be documented and include, but not be limited to, project drawings, diagrams, plans, schedules, and narratives. The
actual work will not begin until the required documentation has been developed in consultation with, and approved by, the
City of Redwood City.
At the end of the system design phase, the System Document will be submitted to the City and will contain a detailed
approach as to how Cleverciti and EnSight will implement the desired solution specified. This document will define not only
what will be done, but also how it will be accomplished with respect to the Parking Guidance solution. Overall goals and
processes will be detailed, and specific components and sub -systems will be defined. A plan for the integration into the
comprehensive Parking Guidance System solution will be detailed in this overarching document.
Phase II — Implementation
Upon approval from the City, the various teams will embark on the implementation of the Parking Guidance solution in
accordance with the project schedule provided at the end of this section. The Procurement and Production team will begin
the process to acquire or manufacture the hardware components necessary to build the required equipment. Strategic
sub -contracts will have to be executed for those team members performing substantial intelligent contributions to the
solution. Purchase orders will be written for all goods and materials to be used in the effective delivery of the solution. The
software team will begin generating code to accomplish the defined requirements as identified in proposal.
As the components are accrued, the actual assembly process will begin. Representative components of each type will be
assembled and provided to the software team for in-house testing of the software applications. There are certain points
within the process where quality checks are performed in accordance with Cleverciti's quality assurance procedures.
To further enhance our quality processes and promote continued improvement, Cleverciti maintains ISO 9001 certification
and adheres to the established high-quality management principles including a strong customer focus, leadership and
motivation from top management, process approach, and evidence -based decision policies. Utilizing ISO 9001 processes
help ensure that customers receive consistent, quality products and services. Additional details on the driving principles
of ISO certifications can be found in the ISO Quality Management Principles document available at:
https://www.iso.org/files/live/sites/isoorg/files/store/en/PUBI00080.pdf.
The initial phase of transition will occur with the installation of the server system in the City's designated data center.
Servers will be configured and loaded by Cleverciti with the required software for the Parking Guidance System to operate
properly. A workstation will be configured and brought online for the various defined users to access the Parking Guidance
System. Access rights will be defined, and permissions granted for logon access and control of the system.
Redwoo
cityewifor
,
"i :... 1'!n l; I!. 1 11ii::1" l:(iii :••. i,.iiiiiIJ iii i i .., i.. i..:,, I k•'iI "l ,I ;j, <,; i ii•:.,iy
$o
