6.C. - Page 28 of 34 <br />The City will be responsible for securing meeting locations, sending meeting invitations to the <br />outreach database contacts, attending and supporting meetings with the consultant, reviewing <br />materials in advance, and approving methods of engagement. <br />Microsite: The City will be responsible for collecting all staff comments into a single document, <br />from which the consultant will revise the draft website and prepare it for launching. City staff will <br />participate in a training to support uploading and maintenance of materials beyond the life of <br />the project, if desired. <br />TASK 8 — ENVIRONMENTAL ANALYSIS <br />The City expects, due to the scale of the changes, that a Subsequent Program EIR will be required. <br />In addition to potential impacts related to the increase in residential buildout expected to result <br />from the updated Land Use Plan and Housing Element, the Program EIR will also address changes <br />to the Safety Element and new Environmental Justice analysis and policies. <br />The Program EIR will be structured to accommodate CEQA streamlining of future development <br />proposals and other projects proposed pursuant to new policies and regulations. Under CEQA, <br />several available methods can be used to eliminate often redundant project -level analysis: <br />Use of Categorical Exemptions and a variety of other CEQA exemptions, including those <br />designed for infill, Transit Priority Areas, and housing incentives <br />n Determining later projects to be consistent with the Program EIR <br />n Addendums to the Program EIR in those cases where characteristics of later projects are <br />different than originally envisioned in the General Plan, but potential environmental impacts are <br />similar to or less than those analyzed in the Program EIR <br />8.1 Initial Study, Notice of Preparation, Scoping Meeting <br />Once a stable project description has been developed, a Notice of Preparation and Initial Study <br />will be prepared. The Initial Study will be used to focus the topical area contents (traffic, noise, <br />air quality, etc.) to indicate potentially significant impacts that will require further analysis in the <br />Draft Subsequent Program EIR and to screen from further review those issue areas that are not <br />potentially significant. <br />During the 30 -day review period, the consultant staff will organize and lead the EIR scoping <br />session with responsible/ interested agencies and members of the public. If desired, two sessions <br />could be held on the same day: one in the afternoon which would likely be attended by public <br />agency representatives and another session in the evening to allow interested members of the <br />community to attend during non -work hours. <br />Comments on the EIR scope will be referenced and considered in the Draft EIR. The consultant <br />will refine the scope of the environmental analysis, if warranted, in response to the public <br />scoping process. In addition, the consultant will, if necessary, coordinate with City staff with <br />respect to follow up consultation with interested and/or responsible public agencies. <br />City staff will be responsible for compiling the NOP mailing list (including interested individuals <br />and non-governmental entities), securing the scoping meeting location, and distributing the Initial <br />Study and NOP to the State Clearinghouse, public agencies, and other interested entities for the <br />CEQA-required 30 -day review period.
