6.C. - Page 29 of 34 <br />8.2 Draft Subsequent Program EIR <br />The consultant will develop a program -level Administrative Draft EIR that considers all aspects of <br />General Plan and Zoning Ordinance implementation. Environmental topic areas and potential <br />CEQA-defined impacts will be aligned with potential policies, implementation programs, and <br />other components of the General Plan and Zoning Ordinance, where applicable. The EIR will <br />include all CEQA-required components, including baseline/existing conditions, project <br />description, cumulative impacts, growth -inducing impacts, and project alternatives. The CEQA- <br />required executive summary will also be included, along with a summary table of impacts and <br />mitigation measures. Where necessary to address potentially significant impacts, practical, <br />implementable, and enforceable mitigation measures will be developed. <br />Under this task, the following technical reports necessary to support the Draft EIR will also be <br />prepared. <br />Air Quality Analysis <br />The consultant will prepare a clear and concise air quality analysis an associated EIR chapter that <br />fully evaluates the proposed project's potential air quality impacts using the CEQA Checklist <br />questions contained in Appendix G of the CEQA Guidelines. The air quality analysis will evaluate <br />emissions from typical facility operation (e.g., buildings) in the city, as well as those generated by <br />mobile sources (e.g., cars and trucks). The consultant will estimate potential project emissions <br />using Bay Area Air Quality Management District (BAAQMD)/CARB/U.S. EPA -approved guidance <br />and methodologies for air quality impact analyses. All supporting and technical data used to <br />prepare the EIR's air quality impact analyses will be compiled in an appendix to the EIR. This task <br />includes budget for up to six CalEEMod runs. <br />Energy Demand Analysis <br />The energy demand analysis will include the energy setting information (environmental and <br />regulatory), quantify potential construction and operational energy usage, and will evaluate <br />whether the project will result in the wasteful, inefficient, or unnecessary consumption of energy <br />resources. The analysis will document the effect of energy saving General Plan policies related to <br />site and building design, proximity to regional transit, and vehicle trip reduction and vehicle miles <br />travelled (VMT) reductions included in the General Plan and Zoning Ordinance and will be closely <br />coordinated with the EIR's air quality and greenhouse gas (GHG) impact analyses. <br />Greenhouse Gas Analysis <br />The consultant will prepare a clear and concise GHG analysis and associated EIR chapter that fully <br />evaluate the proposed project's potential GHG and energy impacts; the consultant will use the <br />CEQA Checklist questions contained in Appendix G of the CEQA Guidelines. The consultant will <br />quantify the increase in GHG emissions generated by the construction and operation of the <br />projects facilitated by the General Plan and Zoning Ordinance using the same methodologies <br />employed to prepare the air quality chapter. Applicable GHG reduction measures from the <br />General Plan, as well as changes in land use, would be included in the emissions profile, and the <br />resulting GHG emissions estimates would be compared to CEQA significance thresholds <br />maintained by the BAAQMD. <br />Consultant's scope and budget account for time to consult with Fehr & Peers on VMT and <br />includes evaluation of the City's Climate Action Plan (CAP). <br />The consultant will prepare up to four energy consumption spreadsheets as part of this subtask. <br />REV: 01-11-2021 PR <br />ATTY/AGR.2020.086/MIG (Moore, lacofano Goltsman, Inc.)
