6.C. - Page 30 of 34 <br />Noise Analysis <br />The consultant will prepare a clear and concise noise and vibration analysis that will: <br />» Describe the existing noise and vibration environments generally citywide. The consultant will <br />conduct ambient noise monitoring at up to two long-term (up to 24 hours) and four short-term <br />locations to adequately describe the existing noise environment. Consultant will also use data <br />available regarding noise impacts of the San Carlos Airport and San Francisco International <br />Airport. The measurements and reporting of existing data will focus on areas of Redwood City <br />within which significant new housing development could occur. <br />Describe applicable City regulations related to noise, including General Plan policies intended <br />to reduce noise impacts in the city and noise ordinance regulations. <br />Evaluate potential construction noise and vibration impacts associated with development <br />facilitated by new land use policies. <br />This task includes an evaluation of standard construction noise, onsite operational noise <br />(stationary and mobile sources), and off-site traffic noise sources (see detail under Traffic Study <br />and Support Services below) using standard noise propagation and attenuation equations. This <br />task does not include the use of any graphical modeling or evaluation of atypical or unusual noise <br />(tonal sources, impact sources) or vibration sources. <br />Traffic Study and Support Services <br />The traffic study will be prepared by team member Fehr & Peers. Fehr & Peers will apply the <br />City's new 2020 Transportation Analysis Manual (TAM) to evaluate the transportation impacts of <br />the preferred housing strategy. This includes base year and cumulative VMT metrics to assess the <br />impacts using C/CAG's travel demand forecasting model. The overall approach is to the clear the <br />housing element and land use changes from a CEQA perspective, with the understanding that <br />site-specific access and circulation, including intersection LOS, will be addressed as specific <br />housing projects move forward. However, based on the accessibility assessment developed in <br />Task 4.1, the consultant will provide preliminary recommendations of possible multimodal <br />improvements to consider. Consultant will coordinate with the City and project team to <br />determine whether or how this information would be presented within the environmental <br />document. <br />In addition, Fehr & Peers will qualitatively assess CEQA transportation impacts based on the non- <br />VMT CEQA Guideline criteria that address whether the project would: <br />a) Conflict with a program, plan, ordinance, or policy addressing the circulation system, <br />including transit, roadway, bicycle, and pedestrian facilities <br />b) Substantially increase hazards due to a geometric design feature (e.g., sharp curves or <br />dangerous intersections) or incompatible uses (e.g., farm equipment) <br />c) Result in inadequate emergency access <br />Fehr & Peers will prepare the Administrative Draft and Draft Transportation Assessment reports <br />that will be incorporated into the EIR transportation section by the consultant. <br />To support the air quality and noise analysis, Fehr & Peers will develop base year and cumulative <br />volumes from the C/CAG model. Specifically, Fehr & Peers will provide the following: <br />For Air Quality and Greenhouse Gas Emissions Analysis: <br />1. Average Daily Vehicle Trips associated with base year model land uses in Redwood <br />City <br />2.
