8.A. - Page 2 of 154 <br />between the City and the developer, Strada Investment Group. These actions committed the City to <br />vacating a portion of Maple Street in order to allow construction of the Strada townhouse development <br />and for the developer to construct a portion of the Blomquist Extension at the developer's expense. The <br />City plans to vacate the right-of-way only when Strada dedicates a right-of-way easement and public <br />service easement through the development, and the improvement agreement for the Strada <br />development is recorded. The terms of this land exchange are described within the executed DA. <br />This public hearing is held so that City Council may hear evidence from persons interested in the matter <br />and determine, from the evidence, whether or not the street areas proposed for vacation are necessary <br />for present or prospective public use. <br />ANALYSIS <br />The City's interest in the right-of-way would be vacated as proposed, and the right-of-way would then <br />revert to the fee owner, who is 1548 Maple, LLC. The easement proposed for vacation is more particularly <br />described in a legal description and plat map attached to this report as exhibits to the proposed resolution. <br />A Resolution of Intention to vacate this portion of Maple Street was adopted by the City Council on January <br />11, 2021. Public notification of this action was also ordered on that date. Pursuant to the California Streets <br />& Highway Code, Section 8320 et seq., the City published and posted notice of this public hearing as <br />required. Notices were published in the Daily Journal on January 25, 2021, and February 1, 2021. At least <br />two notices were conspicuously posted, no more than 300 feet apart, at the site of the proposed vacation. <br />Additionally, the City sent notices to owners of property within 300 feet of the proposed vacation and <br />owners of affected utilities. <br />The developer's engineer completed the final map, improvement plans, and specifications compliant with <br />the Subdivision Map Act, City Ordinances, City Standards, the terms of the Development Agreement, and <br />to the satisfaction of the City Engineer. The final map creates a five -lot subdivision for up to 131 <br />condominium units, as well as a lot for a private street through the development. It also includes a Public <br />Access Easement and Public Service Easement over a portion of the vacated Maple Street right-of-way, as <br />required to fulfill the conditions of the street vacation. <br />The project includes on-site and off-site public improvements including a Bay Trail and waterfront park <br />along Redwood Creek, as well as the extension of Blomquist Street and the reconstruction of Maple Street <br />along the project frontage. Public domestic water and recycled water mains will be installed within the <br />site, as well as within Maple and Blomquist Streets. A private sewer system and private storm drain <br />system, including stormwater treatment, will also be installed on the site. The off-site roadway <br />improvements will include a full storm drain system, including stormwater treatment. <br />The extension of Blomquist Road and the off-site utilities associated with this extension were addressed <br />within the DA, and separated into three segments. The "City Segment", adjacent to the police station, will <br />be constructed by the developer under the terms of the DA and the Subdivision Improvement Agreement. <br />The "County Segment," which extends through the site currently owned by San Mateo County, and the <br />"Developer Segment," which is adjacent to Highway 101, will either be constructed by the developer, or, <br />if the City is unable to obtain authorization to construct on the County property prior to the final <br />temporary certificate of occupancy for the project, the developer will make a payment to the City as <br />Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcitV.org <br />214 <br />
