6.A. - Page 2 of 9 <br />On December 13, 2017, staff issued a Request for Proposals (RFP) for Construction Inspection Services to <br />the eight firms on the Engineering and Transportation Division's pre -qualified consultant list. Five <br />proposals were received in January 2018. After review of the proposals and interviews with two firms <br />selected to move forward in the process, staff selected CSG Consultants, Inc. as the most qualified firm to <br />provide construction inspection services. <br />Since the initial contract amount was less than $60,000, the threshold for City Council approval at the <br />time, the City Manager was authorized to approve the contract in mid-February 2018, and the consultant <br />began providing services shortly thereafter. On September 24, 2018, the City Council approved <br />Amendment No. 2. to the agreement to increase the amount by $98,000, and on December 17, 2018, the <br />City Council approved Amendment No. 3 to the agreement for Engineering Inspection Services to increase <br />the contract amount by $100,000. Amendment No. 2 allowed for the continuation of construction <br />inspection services, and Amendment No. 3 allowed the City to have two additional engineering inspectors <br />to help with the increased demand for inspection services needed and that same demand for services is <br />expected to continue this year. On May 20, 2019, the City Council approved Amendment No. 4 for <br />$300,000, on November 4, 2019, the City Council approved Amendment No. 5 for $400,000, and on July <br />27, 2020, the City Council approved Amendment No. 6 for $400,000 in order to allow the continuation of <br />construction inspection services. Staff will issue a new request for proposals for engineering inspection <br />services before the end of 2021. <br />ANALYSIS <br />The amended agreement is proposed not to exceed $500,000.00, which covers 40 weeks of time <br />(approximately 10 months) for two inspectors to provide construction inspection services. Under this <br />agreement, construction inspection services would be provided to several capital improvement projects <br />and utility permits. Costs will be shared amongst the different capital improvement projects and utility <br />permit cost recovery accounts based on the actual time spent on each activity by the proposed inspector. <br />The amended agreement budget will allow the current inspectors to continue providing construction <br />inspection services through December 2021. The budget will also allow the inspector to assist with an <br />influx of utility encroachment permits and related development projects.
