City of Redwood City from the applicant, the City of Redwood City's General Plan and Zoning Ordinance, and other reports and studies commissioned by the applicant or the City that may have relevance to the proposed project. The purpose of the review will be to develop a complete and thorough understandirig of the proposed project, the potential impacts of the individual and collective project elements, and the existing data sets available for use during preparation of the EIR. MHA I RMT will also conduct a site reconnaissance of the project site and project area as a part of Element 1.1. Element 1.2. Define the Proj ect and Prepare the Proj ect Description: MHA I RMT will, based on review of pertinent documents and discussions with City staff, define the project within the context of CEQA for use in the IS, Notice of Preparation (NOP), and ElR. The project description will, at a minimum, include the identification of the purpose and need for the proposed project, detailed descriptions and maps (as appropriate) of each of the project elements, and a list of permits required to implement the project (including permits required from other agencies). The project description will be submitted to City staff in draft form for review and comment, followed by refinement as warranted. Element 1.3. Prepare Administrative Draft Initial Study: MHA I RMT will prepare an Administrative Draft IS based on the CEQA Checklist (Appendix G of the CEQA Guidelines). The purpose of the Administrative Draft IS, and the IS (Element 1.4), will be to refine and focus the environmental parameters to be addressed in the EIR to those that may have significant effects from implementation of the proposed project. In so doing, the scope of the ElR may be focused only on those specific environmental parameters likely to be affected by the proposed project. The Administrative Draft IS will be submitted to City staff for review and comment. Element 1.4. Prepare Initial Study and Notice of Preparation: MHA I RMT will prepare an IS based on the City's comments on the Administrative Draft IS (Element 1.3). MHA I RMT will prepare a Notice of Preparation (NOP) for distribution by MHA I RMT, with an address list to be supplied by the City. The Notice will be prepared in accordance with CEQA. Distribution of the Notice is anticipated to occur at least three weeks prior to the Scoping Meeting (Element 1.5). Element 1.5. Prepare for and Conduct a Scoping Meeting: MHA I RMT will, in consultation with City staff, prepare for and assist the City in leading a scoping meeting during a regularly scheduled meeting of the Planning Commission, City Council, or other forum according to the City's established protocol. The purpose of the scoping meeting will be to inform the community about the proposed project, to identify the environmental review process required by CEQA, to outline the preliminary list of issues to be considered through the process (as identified in the IS), and to solicit comments on the scope of the ElR's analyses.
