<br /> <br />City of Redwood City <br /> <br />from the applicant, the City of Redwood City's General Plan and Zoning Ordinance, <br />and other reports and studies commissioned by the applicant or the City that may <br />have relevance to the proposed project. The purpose of the review will be to <br />develop a complete and thorough understandirig of the proposed project, the <br />potential impacts of the individual and collective project elements, and the existing <br />data sets available for use during preparation of the EIR. <br />MHA I RMT will also conduct a site reconnaissance of the project site and project <br />area as a part of Element 1.1. <br /> <br />Element 1.2. Define the Proj ect and Prepare the Proj ect Description: MHA I RMT <br />will, based on review of pertinent documents and discussions with City staff, define <br />the project within the context of CEQA for use in the IS, Notice of Preparation <br />(NOP), and ElR. The project description will, at a minimum, include the <br />identification of the purpose and need for the proposed project, detailed <br />descriptions and maps (as appropriate) of each of the project elements, and a list of <br />permits required to implement the project (including permits required from other <br />agencies). The project description will be submitted to City staff in draft form for <br />review and comment, followed by refinement as warranted. <br /> <br />Element 1.3. Prepare Administrative Draft Initial Study: MHA I RMT will prepare <br />an Administrative Draft IS based on the CEQA Checklist (Appendix G of the CEQA <br />Guidelines). The purpose of the Administrative Draft IS, and the IS (Element 1.4), <br />will be to refine and focus the environmental parameters to be addressed in the EIR <br />to those that may have significant effects from implementation of the proposed <br />project. In so doing, the scope of the ElR may be focused only on those specific <br />environmental parameters likely to be affected by the proposed project. The <br />Administrative Draft IS will be submitted to City staff for review and comment. <br /> <br />Element 1.4. Prepare Initial Study and Notice of Preparation: MHA I RMT will <br />prepare an IS based on the City's comments on the Administrative Draft IS (Element <br />1.3). MHA I RMT will prepare a Notice of Preparation (NOP) for distribution by <br />MHA I RMT, with an address list to be supplied by the City. The Notice will be <br />prepared in accordance with CEQA. Distribution of the Notice is anticipated to <br />occur at least three weeks prior to the Scoping Meeting (Element 1.5). <br /> <br />Element 1.5. Prepare for and Conduct a Scoping Meeting: MHA I RMT will, in <br />consultation with City staff, prepare for and assist the City in leading a scoping <br />meeting during a regularly scheduled meeting of the Planning Commission, City <br />Council, or other forum according to the City's established protocol. The purpose of <br />the scoping meeting will be to inform the community about the proposed project, to <br />identify the environmental review process required by CEQA, to outline the <br />preliminary list of issues to be considered through the process (as identified in the <br />IS), and to solicit comments on the scope of the ElR's analyses.
