Permitting Support <br />Task 7.1. General Permit Support <br />The Consultant will use the list of identified permits from Task 2 to prepare preliminary permit applications with all <br />required documentation. The Consultant will ensure the project design meets all regulatory requirements. All permit fees <br />are assumed to be paid for by the City. The permits anticipated include: <br />• Grading Permit <br />• Storm Drain Encroachment Permit <br />• Building and Safety Permit <br />Task 7.2. Biological Resources Report and Wetlands Evaluation (OPTIONAL) <br />Should the project require permitting through the resource agencies, because it diverts water from an existing channel <br />and requires construction activities within the bed, bank, and channel of a creek, it will require permits from the California <br />Department of Fish and Wildlife (CDFW), the Regional Water Quality Control Board (RWQCB), and the U.S. Army Corps of <br />Engineers (USACE). To support these permit applications, the Consultant will prepare a biological resources report and <br />jurisdictional waters delineation for the proposed project. Consultant will perform this task upon written notice from the <br />City. <br />The biological resources report will describe the existing biological setting, including whether special -status species are <br />known to occur in the Arroyo Ojo/Redwood Creek watershed. Data review will include, but is not limited to: U.S. Fish and <br />Wildlife Service (USFWS) National Wetland Inventory; the California Department of Fish and Wildlife (CDFW) California <br />Natural Diversity Database (CNDDB) list of listed, proposed, candidate, or sensitive species; and the California Native <br />Plant Society Electronic Inventory of Species. In addition to a records search, a team Biologist will conduct a field survey <br />to confirm site conditions. The biological resources report will also summarize relevant federal, state, and local <br />regulations pertaining to biological resources, and evaluate potential impacts to biological resources and jurisdictional <br />waters pursuant to Appendix G of the State CEQA Guidelines. If necessary, Consultant will identify mitigation measures <br />to avoid and minimize potential biological resources impacts. <br />The Consultant does not anticipate the presence of wetlands in or adjacent to the project area, particularly since the <br />adjacent channel is concrete lined. We, therefore, will map the Ordinary High Water Mark (OHWM) and the top of bank <br />as required by CDFW, the USACE and RWQCB to delineate non -wetland "other waters." All potentially jurisdictional <br />features will be mapped using a hand-held GPS unit and/or markup by hand on available aerial imagery, topographic <br />maps, or project maps and then downloaded/digitized onto the appropriate base map in ArcGIS. <br />Once the field survey is complete, Consultant will prepare a jurisdictional delineation report that can accompany aquatic <br />permit application packages for the project. The report will include all the necessary checklist items and/or forms; the <br />report will also include a narrative describing existing site conditions, results of the jurisdictional delineation, summary <br />of wetlands and water features including acreage and/or linear feet, and a discussion of the regulatory status of the <br />project site. <br />ATTY/AGR.2020.309/Craftwater Inc (Page 28 of 34) <br />
