James O’Connell <br />Red Morton Community Park Regional Stormwater Capture Project, Redwood City, CA – Phase 2B <br />2 September 2, 2022 <br />information provided by the City or Applicant). The administrative Final IS/MND will include a new appendix and <br />draft memorandum that contains the comment letters received on the public draft documents (with an alpha- <br />numeric ID for each individual comment), response to comments, and changes to the project or errata as <br />necessary shown in strikethrough and underling formatting. Following receipt of all team comments on the <br />Administrative Final IS/MND, we will prepare a Public Final IS/MND document for review and consideration by the <br />City Council. <br />Concurrent with the preparation of the Administrative Final IS/MND, we will also prepare an Administrative Draft <br />Mitigation Monitoring and Reporting Program (MMRP) for review by the project team. The MMRP will compile all <br />best management practices and mitigation measures included in the CEQA documentation to reduce or avoid <br />significant impacts and will identify the timing of the measure, the entity responsible for implementing the <br />measure, and the method for verifying the measure implemented. Consultant will incorporate the project team’s <br />comments into a Final MMRP for adoption by the City. <br />Once the project is approved by the City, we will prepare a Notice of Determination (NOD) that the City will need <br />to file with the San Mateo County Clerk. Consultant will provide a copy of the NOD to the State clearinghouse. <br />To complete the scope of work within the budge and schedule estimates described further below, we assume: <br />A total of 48 hours to review and prepare written responses to comments, the Administrative Final <br />IS/MND, and the MMRP; <br />We will receive one round of consolidated comments on the Administrative Final IS/MND and MMRP from <br />the City’s review team; <br />Staff will attend and participate in one public meeting to present the Final IS/MND to the City (e.g., a <br />public meeting, a Planning Commission meeting, or a City Council meeting); <br />City staff will be responsible for compiling meeting mailing lists (including interested individuals and non- <br />governmental entities), securing meeting locations, notifying interested parties that do not directly <br />receive CEQA notices, and provide ancillary meeting materials such as sign in sheets, comment cards, large <br />format graphics, etc. <br />We will compile the information required by CEQA Guidelines Section 15091 in support of any required <br />findings in support of adoption of an MND. We will then provide that information to City staff in a form <br />acceptable the City. City staff will use that information to compile the appropriate CEQA resolutions. <br />We will deliver the NOT to the State Clearinghouse via electronic means if available and through regular <br />transmittal as necessary; and <br />City staff will deliver the NOD to the County Clerk’s office. <br />Task 5.7. Coordination and Communication for Remainder of CEQA Work <br />This task consists of regular coordination with the City and management of the Consultant necessary to complete <br />work tasks on time and within budget. If issues arise that will affect the schedule or budget, we will immediately <br />inform the City and discuss the best approach to resolving issues. <br />This scope of work assumes participation in up to 3 coordination conference calls and one meeting with the City <br />to keep the project on schedule (this meeting would be in addition to the Task 5.5 public meeting to present the <br />Final IS/MND). This task also includes implementation quality control procedures (e.g., senior level review) and <br />administrative time for contracting and invoicing. <br />Deliverables: <br />Public Draft IS/MND including NOI, NOC, and newspaper or other public CEQA notices <br />ATTY/AGR.2022/Amend.
