March 2008: Several meetings were held between College District and Woodside <br />Town Council design subcommittee to consider and incorporate project design <br />revisions intended to soften the architectural appearance of the project. <br /> <br />78 <br />Page 4 <br /> <br />Future public hearings for the proposed project include: <br />. April 29, 2008: Woodside Town Council will hold a public hearing to consider the <br />property tax exchange and regional housing need allocation (RHNA) housing unit <br />exchange agreements with Redwood City. <br />. May 2008: Planning Commission will consider the new, revised (new Arts and <br />Crafts-style architecture) Planned Development Permit application and LAFCO <br />will hold a hearing on the site annexation. <br /> <br />PROJECT DeSCRIPTION <br />The proposed project includes a 60-unit, two and three story residential development, <br />community recreation room, open space amenities and landscaping on a 3.3-acre parcel <br />located on Parking Lot 3 of the Canada College campus. <br /> <br />The project site is currently located within the Town of Woodside and does not have a <br />Redwood City General Plan land use designation or zoning classification. Consequently, <br />staff requests that the City Council consider the following approvals that will ultimately <br />lead to the site's annexation into Redwood City and development of the site with the <br />proposed 60-unit Canada college Faculty/Staff housing project: <br /> <br />General Plan Desiqnation and Prezoninq: <br />On November 27, 2007, the Planning Commission made a recommendation to the City <br />Council to amend the Redwood City General Plan to provide a General Plan Land Use <br />Designation of "Medium Density Residential" to the project site. <br /> <br />The Planning Commission also recommended that the City Council Prezone the project <br />site to R-3 (Multi-Family Low Density Residential) Zoning District and annex the project <br />site from the Town of Woodside into Redwood City's jurisdiction. The R-3 Zoning <br />District allows a density of 20 unit/acre; the project would be developed at 18 units/acre. <br />Refer to November 27, 2007 Planning Commission staff report and meeting minutes <br />previously provided to the City Council. <br /> <br />Property Tax ExchanQe: <br />As a necessary step of the annexation process, staff also requests that the City Council <br />approve a Property Tax Exchange resolution with the Town of Woodside and Woodside <br />Fire Protection District contingent upon the Town of Woodside and Woodside Fire <br />Protection District also approving such a resolution. While the project site's annexation <br />will bring the property into Redwood City's jurisdictional and taxation boundary, <br />Redwood City and the Town of Woodside understand and agree that property taxes will <br />not be transferred because Canada College is not assessed. <br /> <br />Reqional Housinq Needs Allocation (RHNA) Trade: <br />The site's de-annexation from the Town of Woodside and annexation into Redwood City <br />will allow for the development of 60 affordable housing units that would not otherwise be <br />possible to build.
