Redwood City's <br />2007-2014 RHNA is 1,832 units (418 very low (23%), 300 low (16%), 354 moderate <br />(19%) and 760 above moderate (42%)) and Woodside's RHNA is 65 units. <br /> <br />78 <br />Page 5 <br /> <br />With the Canada College housing project in mind, Redwood City and Woodside are <br />working with the Association of Bay Area Governments (ABAG) to complete a housing <br />unit trade agreement as part of each city's General Plan Housing Element RHNA <br />process. The deadline for submissions of the resolution agreements to ABAG is on or <br />before April 30, 2008. <br /> <br />As members of the San Mateo Countywide sub-region for the RHNA process, Redwood <br />City and Woodside are allowed to reallocate housing units assigned to them provided <br />that the action does not affect the overall final allocation for the subregion (that includes <br />15,738 units for all cities within San Mateo County) or any other member jurisdictions <br />overall number of housing units/sites within the subregion. <br /> <br />Staff recommends that the City Council adopt a resolution effectively acknowledging a <br />"split" of the 60 Canada College housing units that would increase Redwood City's <br />RHNA housing unit allocation by 24 units (from 1,832 to 1,856 units) concomitant with a <br />decrease in the Town of Woodside's RHNA housing unit allocation by 24 units (from 65 <br />to 41 units). For Redwood City, the outcome of this RHNA trade agreement is a net <br />benefit of 36 units towards RHNA obligation and production of a total of 60 more <br />housing units. Redwood City staff and Woodside staff have agreed to recommend this <br />housing unit split/exchange. <br /> <br />DISCUSSION/ISSUES <br />Appeal of Planned Development (PO) Permit and Initial Studv/Mitioated Neoative Declaration <br />(MND) and Addendum (CEQA) Process: <br /> <br />PD Appeal: <br />On February 26, 2008, Woodhill Estates HOA submitted a letter appealing the Planning <br />Commission's February 19, 2008 decision to conditionally approve a Planned <br />Development Permit for the (Mediterranean-style) Canada College housing project <br />contingent upon other necessary approvals for the project. Subsequent to the filing of <br />the appeal, Canada College submitted written notice to the City withdrawing it's <br />conditionally approved Planned Development Permit and re-submitted a new <br />application for a Planned Development Permit for a re-designed (Arts and Craft-style) <br />project. The re-designed project has been reviewed and was recommended for <br />approval by the City's Architectural Review Committee. The Planning Commission will <br />be considering the revised Planned Development Permit at a later date. <br /> <br />As Canada College has withdrawn the conditionally approved Planned Development <br />Permit and re-submitted an application for a PD permit, the conditionally approved <br />permit is no longer at issue and the matter is now moot. Therefore, it would be in order <br />for City Council to deny the appeal and revoke the conditionally approved PO permit. <br /> <br />Woodhill Estates, through their legal counsel Miller Starr Regalia, contends that the City <br />cannot approve the Planned Development (PO) permit unless and until the Local <br />Agency Formation Commission (LAFCO) approves the detachment of the project site <br />from the Town of Woodside.
