Cynthia Bryant, deputy chief of staff and director of the Office of Planning and Research, <br />will discuss new developments related to implementing the Global Warming Solutions Act <br />(AB 32) and the potential for achieving better planning through regional blueprints, <br />regional transportation plans and the regional housing needs allocation process: and <br /> <br />. James Tilton, secretary, California Department of Corrections and Rehabilitation, will <br />discuss the Governor's public safety prisoner release and summary parole proposals as <br />well as any response they have to the Legislative Analyst's alternative proposal that <br />would shift local funds. <br /> <br />Additional infonnation <br /> <br />Additional information about the 2008 Legislative Action Days is available on the League's Web <br />site at www.cacities.orq/events. <br /> <br />'Illegal Dumping Survey' ConUnued from Page 1... <br /> <br />The 2008 survey is critical to local govemments. The previous survey produced a significant <br />database on the costs of illegal dumping to local governments as well as the demographics of <br />illegal dumping. Thirty-seven cities and 35 counties participated in the 2006 survey which found <br />that local governments spent $44 million annually on abatement and enforcement. <br /> <br />The 2008 survey must be completed by April 25. The League encourages all jurisdictions to take <br />part in the five minute survey. <br /> <br />The survey can be found online at the link below: <br /> <br />http://cacities.Qualtrics.comlS EnS ID=SV 5c 1 w1 zliSze 79Z2&SVI D=Prod. <br /> <br />'Density Bonus' Continued from Page 1... <br /> <br />Density bonus is an extremely complex law that purports to provide density incentives for <br />developers to designate some portion of their housing project as "affordable units." However, in <br />its current form, the density bonus law actually penalizes communities that have been trying to do <br />the right thing by promoting higher density housing. <br /> <br />tn recent years, a number of bills have amended the density bonus law. While drafted with good <br />intention, changes to the law from this legislation actually created more confusion for the planners <br />and city attorneys who must interpret and implement the law. <br /> <br />AS 2280 (Saldana and Caballero) helps clarify density bonus law and rectify some of the <br />problems with this law. For example, the law only applies where a city does not have an <br />inclusionary ordinance or where the developer agrees to include affordable units over and above <br />the inclusionary ordinance. The legislation also adds 10 percent across the board to the thresHold <br />of affordable units which must be built to get a local "incentive or concession." Saldana and <br />Caballero's bill also clarifies that a request for additional waivers of development standards are <br />only to resolve issues related to physical hindrances to construction. The bill only applies to for- <br />profit developers and would not impact nonprofit affordable housing developers. <br /> <br />The League is urging cities to support this bill because it is a productive step in the right direction <br />to make density bonus law functional.
