Woodside Hills Christian Academy, Redwood City
Proposal to Provide Traffic Engineering Services

C. RKH will collect 24-hr., directional speed data on McGarvey Avenue in two
locations between Alameda de las Pulgas and Roosevelt Avenue.

2. Existing Conditions.

A. RKH will create a traffic analysis network of the study area streets and
intersections using the TRAFFIX network modeling program.!

B. RKH will calculate the LOS (Levels of Service) at each of the six study area
intersections for the morning (7-9 a.m.) and afternoon (2-6 p.m.) peak hours. For
the afternoon peak period the LOS will be calculate for the hour of peak activity
of the school/day care and for the traditional work-to-home peak hour using the
procedures contained in HCM2000.2

3. Project Traffic.

A. RKH will estimate traffic generation for the school and day care based on data
provided through the City by the school/day care owner(s). The data should
include time of day and numbers of students arriving and leaving the school and
the time of day and numbers of children being dropped off and picked up at the
day care facility. The data should indicate the number of children per vehicle.

B. RKH will estimate project vehicle distribution on the surrounding street system
based on data provided through the City by the school/day care owners. The data
should include the nearest cross street intersection of the residence of each of the
students and children attending the school and child care facility.

4. Project Traffic Impacts.

A. RKH will add project traffic to existing traffic through the six study area
intersections for the morning and two afternoon peak traffic hours.

B. RKH will calculate the LOS (Levels of Service) for Existing + Project conditions
at each of the five study area intersections for the morning (7-9 a.m.) and
afternoon (2-6 p.m.) peak hours. For the afternoon peak period the LOS will be
calculate for the hour of peak activity ofthe school/day care and for the traditional
work-to-home peak hour.

2

I Dowling Associates, Oakland, CA, TRAFFIX 7.9 R2, Built Sept. 18, 2007

2 Transportation Research Board, Highway Capacity Manual, i!'J 2000.

~~+I-
