TASK 1: As-Needed Startup Support Services through 30 June 2008
The City has requested that Kennedy/Jenks provide ongoing support for startup activities on an
as-needed basis. Activities associated with these support services are anticipated to include
the following:
Up to 8 hours per week of engineering services between 25 February 2008 and 30 June 2008.
Support is anticipated to include the following:
a. Site visits to meet with City staff for review of operational questions and for reviews of
DPS performance.
b. Participation in scheduled meetings with the City regarding DPS operations and
performance.
c. Providing responses to requests for information or research related to DPS operational
questions.
d. Responding to questions or requests for information related to the operation of the
storage tanks, hydropneumatic tank, and stand-by generator.
TASK 2: Engineering Support Services for Warranty Modifications
The City has requested Kennedy/Jenks to provide engineering services related to modifications
that are to be made to the DPS no earlier than 12 April 2008, which is the end date of the 1-year
construction warranty period. Services to be provided by Kennedy/Jenks will address the
warranty items identified during the 1 October 2007 meeting referenced above:
a. DPS Pump Minimum Run Speed/Run Time
b. Distribution box gate control
c. Design criteria and equipment list for SBSA landscape impoundment demand and SBSA
Plant recycled water demand
The City has requested the Kennedy/Jenks conduct the necessary engineering services prior to
the 12 April 2008 date such that implementation of the agreed upon scope can be conducted
immediately following the end of the construction warranty period. Work activities anticipated
for each of the warranty items are provided below:
A. JP/IP Minimum Run Speed/Run Time
Following the 7-day operational test (which was a limited test due to the unavailability of the
distribution system at the time of the test) and following substantial completion of construction,
additional testing of the DPS pumps and controls was conducted to further verify proper
programming and to fine-tune settings. The additional testing was necessary to implement
desired DPS functionality for delivering water to the new distribution system; testing with the
DPS connected to the distribution system had not been possible before this time. As part of the
testing, it was identified that some key elements of the specified control strategy had not been
implemented in the program.
After programming changes were made and system operational parameters were adjusted, it
became apparent that additional overlap of the jockey pump (JP) and intermediate pump (IP)
stages would be necessary from an operational perspective for reliable automatic operation and
more consistent system pressure control.
For operations in automatic operation modes, increasing the pump stage overlap will require a
reduction in minimum pump speeds in the PLC program. Reductions on the order of 3-4% have
Agreement over$10K 11
City Attorney Approved Version 111803
