been proposed to the pump manufacturer, Flowserve, for review. These speeds are all within <br /> the allowable range specified by Flowserve based on critical frequencies and vibration, but <br /> would result in flows below the recommended minimum continuous stable flows (MCSF) for the <br /> pumps and could prevent proper pump cooling. Preliminary indications are that these proposed <br /> reduced flows are acceptable to Flowserve on a short-term operating basis, provided that no <br /> abnormal conditions are observed for the pumps. <br /> Kennedy/Jenks' services for this warranty item include the following tasks: <br /> Task 2.A.1: Confirm Modifications to DPS Control Program <br /> Task 2.A.1 will involve the following activities: <br /> • Review City-provided SCADA data on operating pumps and DPS flow rates over time to <br /> allow for calculation of expected duration of operation at flows below MCSF; please note <br /> that the data requested for the first season of operations has not yet been received. <br /> • Prepare summary of needed baseline data - e.g. vibration, noise, water temperature <br /> (in/out), and conduct a review of the data. <br /> • Review and finalize updated table for JP & IP minimum speeds. <br /> • Develop recommendations for possible changes to the "minimum run time" logic, <br /> including possible conversion to a "minimum off time" approach to allow more dynamic <br /> pump down-staging. <br /> This task will be focused on defining performance-based guidelines for the control program <br /> modifications. Kennedy/Jenks will rely on the City's programming consultant, The EDCCO <br /> Group (EDCCO), to confirm specific control logic revisions in the PLC, PanelView, and SCADA <br /> (if necessary) programming. <br /> The City will not be billed for all 40 hours of Kennedy/Jenks' time associated with Task 2.A.1. <br /> Task 2.A.2: PLC Programming Coordination (EDCCO) <br /> Coordinate with EDCCO to support revisions to the PLC, and associated PanelView/SCADA, <br /> control logic programming to implement the changes to the JP & IP minimum run speeds and <br /> possibly minimum run time approach. This task will involve assisting with EDCCO's definition of <br /> specific changes needed, including conversion of min/max speeds to a password-protected <br /> operator setpoint screen and correction of hard-coded interpolation formulas so future <br /> adjustments do not require PLC programming changes. Other programming revisions may be <br /> identified in the course of the review, depending on actual program implementation. <br /> Effort associated with Task 2.A.2 will include email and telephone correspondence to provide <br /> information and answer questions from EDCCO. Kennedy/Jenks' effort for Task 2.A.2 is <br /> expected to include the following: <br /> a. Attendence by Kennedy/Jenks' Project Manager and lead pump station design engineer <br /> at two (2)teleconferences between Kennedy/Jenks, City staff, and EDCCO to review the <br /> planned modifications and the completed work. <br /> b. Attendence by Kennedy/Jenks' Project Manager and lead pump station design engineer <br /> at one (1) onsite meeting to be held at the DPS to review programming progress. <br /> (The City will not be billed for Kennedy/Jenks' travel expenses associated with Task 2.A.2.) <br /> Agreement over$10K 12 <br /> City Attorney Approved Version 111803 <br />
