EXHIBIT "A" <br /> SCOPE OF SERVICES FOR AMENDMENT No. 2 <br /> Rent Stabilization Software Application <br /> Below is the scope of work for software development of the Rent <br /> Stabilization software application. East Palo Alto and Redwood City hereby <br /> acknowledge that this Amendment limits the total number of Redwood City staff hours <br /> expended on this project in Fiscal Year 2011-12 and Fiscal Year 2012-13 to 1,035 <br /> hours. In the event that East Palo Alto directs Redwood City to perform other tasks or <br /> change priorities at EPA's discretion, such changes would directly impact Redwood <br /> City's ability to deliver the tasks below during the term of this agreement. East Palo Alto <br /> agrees to confer in good faith with Redwood City regarding any additional or changed <br /> priorities that deviate from the Scope of Services set forth below. <br /> 1. Expand the fields in the Rent Program data base to record information submitted <br /> in 2011 Initial and Annual registration statements to determine compliance with <br /> reporting requirements. <br /> 2. Prepare comparison spreadsheets for regulated rental units identifying missing <br /> registration information submitted by landlords to assist the Administrator in <br /> determining the sufficiency of registration submitted for the issuance of <br /> certificates of Maximum Allowable Rent. <br /> 3. Populate the database with electronic submissions of 2011 Initial Registration <br /> statements submitted by Wells Fargo Bank for the Woodland Park rental units. <br /> 4. Populate notices of registration information submitted by landlords and Initial <br /> certificates of Maximum Allowable Rent for regulated units when landlords are <br /> late in complying with 2011 registration requirements under the Rent <br /> Stabilization Ordinance, and for certificates issued for New Tenants. <br /> 5. Populate notices to landlords of the rent registration fees and annual registration <br /> Statements due on January 3, 2012 for Fiscal Year 2012 <br /> 6. Assist in a presentation to the Rent Board in April 2012 on the functionality of the <br /> Rent Stabilization Program database, and plans for additional upgrades. <br /> 7. Complete upload EQR 2012 Registration data from spreadsheets into the <br /> database. <br /> 8. Populate Annual Registration notice to be sent to tenants with current rent <br /> reported by their landlord and the Maximum Allowable Rent (MAR) for their unit. <br /> 9. Populate notices of deficiency to be sent to owners who have not properly <br /> registered regulated units, submitted complete 2011 Initial Registration <br /> statements and fees, and/or 2012 Annual Registration statements and fees. <br /> Page 3 of 7 <br />
