10.Populate notices to tenants renting units for which registration statements or fees <br /> have not been submitted to inform them about their right to petition for approval <br /> to withhold rent for the landlord's failure to register properly with the Rent Board. <br /> 11.Populate notices to tenants and landlords of regulated rental units with Maximum <br /> Allowable Rent (MAR) certificates informing them of 2012 Annual General <br /> Adjustment approved by the Rent Board to be mailed by May 15, 2012. <br /> 12. Populate notices to mobile home park tenants and landlords of regulated by the <br /> 1988 Rent Stabilization Ordinance informing them of the 2012 Annual General <br /> Adjustment approved by the Rent Board to be mailed no later than June 30, <br /> 2012. <br /> 13. Develop a way to determine the Accumulated Annual General Adjustments <br /> (AGA) approved by the Rent Board in a manner that relates to each specific unit <br /> with an MAR in the data base, taking into consideration the date on which these <br /> AGAs can be taken to increase rent after first 12 months of occupancy, and <br /> capturing three year limitation on banking of unused AGAs. <br /> 14.Populate a revised New Tenant Certificate of MAR from the database that will <br /> clearly describe that the initial rent (rent —discounts + fees) is the base rent and <br /> the time period before which the tenant's rent can be increased under the <br /> Ordinance and regulations. <br /> 15. Improve the Payment Screen in the database so each fiscal year's registration <br /> fee information is archived, and the current fiscal year shows a balance carried <br /> forward for unpaid fees, accumulation of penalties for late registration <br /> statements and fees due, and current Annual registration fees due. Add a larger <br /> field for notes for each property, and a mechanism to attach documents to <br /> property records re penalty fee waiver applications and determinations for each <br /> property. <br /> 16.Provide information on a periodic basis of counts of certificates of MAR issued, <br /> New Tenant certificates issued, a listing of units that are still in the registration <br /> process for which certificates of MAR have not been issued, and the number of <br /> properties and units with Initial registration statements in the database for which <br /> Annual registration statements have not been submitted. <br /> 17.Add to the database the capacity to do queries to filter and access specific data <br /> fields for spreadsheet analysis, reports. The specific fields and filters will be <br /> determined when this task begins. . <br /> 18.In February 2013 provide a spreadsheet to determine those units for which the <br /> total current net rent reported in 2013 Annual registration statements (including <br /> rent plus fees, less discounts) exceeds the calculated MAR for the last certificate <br /> issued for the same tenant (upon Initial Registration, at the last Annual <br /> Registration, or at Vacancy Registration) Include in this comparison, the review <br /> of 2013 Annual registration statement initial occupancy dates with New Tenant <br /> registration statements that have been entered into the database to determine if <br /> Page 4 of 7 <br />
