<br />88 <br />Page 5 <br /> <br />California, on Tuesday, November 4, 2008, a Special Municipal Election for the <br />purpose of submitting the following proposed charter amendments: <br /> <br />"Shall a Charter Amendment requiring two-thirds voter approval of future <br />land uses other than agriculture, public parks, certain extractions from San <br />Francisco Bay, or restored wetlands in areas of the City designated as <br />"Park", "Unimproved Areas (Land or Water)", "Future Development <br />Expanding Limits of Urbanization': "Controlled Waterways (Redwood <br />Shores Area)", or "San Francisco Bay Water" in the General Plan or <br />designated as 'Tidal Plain" or "Redwood Shores Bay Front" in the Zoning <br />Code, be adopted?" <br /> <br />And, <br /> <br />"Shall a Charter Amendment requiring majority voter approval for future <br />land uses other than agriculture, public parks, certain extractions from San <br />Francisco Bay, or restored wetlands on Cargill Lands, approximately <br />1,450 acres east of Highway 101 and south of Seaport Boulevard, be <br />adopted?" <br /> <br />SECTION 2. The fuli text of the proposed charter amendments to be <br />submitted to the voters are attached hereto as Exhibit "An. <br /> <br />SECTION 3. The City Council directs the City Clerk to transmit a copy of <br />the proposed Charter amendments to the City Attorney. The City Attorney shall <br />prepare an impartial analysis of the proposed Charter amendments, showing the <br />effect of the proposed Charter amendments on the existing law and the operation <br />of the proposed Charter amendments. The impartial analyses shall be filed by <br />the date set by the City Clerk. <br /> <br />SECTION 4. Pursuant to Elections Code section 9285(b), the City of <br />Redwood City hereby adopts the provisions of Elections Code section 9285 (a) <br />authorizing and governing rebuttal arguments. All previous resolutions providing <br />for the filing of rebuttal arguments for City measures are repealed. The text of <br />section 9285(a) as hereby adopted is set forth in Exhibit B. Written arguments <br />for and against the proposed Charter amendments shall be filed in accordance <br />with the schedule adopted by the San Mateo County Chief Election Officer. That <br />schedule provides that the last day for primary arguments (300 words) to be <br />submitted is August 8, 2008, and that the last day for rebuttal arguments (250 <br />words) to be submitted is August 15, 2008. Ballot arguments shall be governed <br />by the relevant Elections Code provisions. <br /> <br />SECTION 5. With respect to the Two-Thirds Vote Amendment, the City Council <br />shall submit an argument against the measure and either submit or authorize any <br />other person to submit a rebuttal argument to any argument in favor of the <br />measure.
