<br />. I <br /> <br /> <br />City of Redwood City, California <br />Response to Request for Proposal For <br />Overhead Cost Allocation Plan <br /> <br />.:. An initial training session prior to the start of each year's data collection process to <br />educate City staff about the process and facilitate information gathering. <br /> <br />.:. A post-project training session with key City personnel and project stakeholders. This <br />training session will provide information on reading, interpreting and extracting data <br />from the recently completed cost allocation plan. This session will also reinforce current <br />applications for the cost allocation plan results as well as provide additional applications <br />for the cost allocation plan results. <br /> <br />.:. Narrative sections within the cost allocation plan that detail the cost allocation <br />methodologies for primary categories of allocated costs. <br /> <br />.:. An exclusive narrative section within the cost allocation plan that details the changes in <br />allocation methodologies form the prior year and the reasons for the changes. MGT is <br />the only firm in the market that provides this key schedule. <br /> <br />.:. Assistance to City personnel to integrate cost allocation plan data into ongoing City <br />operations, such as user fees. Integral to this step will be MGT calculating billable hourly <br />rates for identified City positions. Rates will include those that will allow a calculation of <br />costs that will drive the comprehensive schedule of user fees and the cost allocation to <br />the City's utilities. <br /> <br />.;. Ongoing training, guidance, and assistance to City personnel. <br /> <br />.:. Assistance to identify additional uses of the OMB A-8? cost allocation plan. <br /> <br />.:. Formal project status reports at intervals requested by City personnel (at least <br />monthly). <br /> <br />.:. Copies of project work papers as requested. <br /> <br />.:. A formal project recap report. This report will include comments and input from City <br />personnel to review regarding the just completed project. This report will also provide <br />City personnel an opportunity to provide timely feedback on aspects of the project that <br />went well and aspects of the project that need improvement. This feedback will then be <br />formulated into the following years' work plan. <br /> <br />8. <br /> <br /> <br />The level of Redwood City staff involvement is virtually up to the City. The minimum level of <br />involvement we would require is approximately 8-12 hours for department interviews, data <br />collection, and input on the propriety of cost allocation base options. Additional time will be <br />required to review the draft cost allocation plan, and at the final plan review level. Pre-project <br />outreach meetings and post-project training sessions would be additional opportunities for City <br />staff to be involved in the process.
