8.A. - Page 12 of 42 <br />Staff is also working on an entire system replacement of the Heating Ventilation and Air Conditioning system <br />at Red Morton Community Center. Bids recently closed for the project, and staff expect the full replacement <br />to be complete during the spring of 2021. <br />Parking <br />Last year, the downtown garage operator terminated their contract with the City. City staff conducted a <br />request for proposals for parking operators for the Redwood City garages. ACE Parking was selected as the <br />new vendor and started January 2021. With input from the vendor, staff are working to improve efficiency <br />at the garages and implement new garage operating procedures to better address the needs of the garage <br />patrons. <br />The parking guidance system project will bring real-time parking information to downtown visitors on signs <br />and through mobile applications. In partnership with the Redwood City Improvements Association, the City <br />selected Cleverciti as the vendor for their parking guidance system project in December 2020. Construction <br />started the first week of February and began in the library parking lots and downtown garages. Construction <br />is expected to be complete by June 2021. <br />Parks <br />Phase I of the Veterans Memorial Senior Center -YMCA Project was sent out to bid and five firms responded <br />with an apparent low bidder identified in March 2020. Due to the COVID-19 pandemic and the volatility in <br />the municipal bond market, it was determined that rejecting all bids (October 2020) and delaying <br />construction to later in 2021 would be in the best interest of the City. An updated bid package will be <br />redistributed and a renewed bond financing process implemented with the estimated recommendation to <br />the City Council before the end of this fiscal year. <br />The City Council accepted the Downtown Parks Site Assessment and Feasibility Study and approved moving <br />forward with creating a corridor of parks and open space at three sites: Roselli Garden/Library Parking Lot <br />A, a portion of the Main Street/City Hall Parking Lot, and the Bradford/Redwood Creek trail to link with the <br />Bay Trail. Staff created Requests for Qualifications (RFQ) for architectural and public engagement services <br />and received over two dozen responses. This project was delayed due the pandemic and the focus to <br />complete the Magical Bridge Playground. This process was relaunched and it is expect that a consultant team <br />will be on contract by the end of this fiscal year. Following engagement with the consultant team, the public <br />engagement process and focus on the plans for the Library Lot A conversion would commence. In May 2020, <br />the City applied for, and was awarded, $800,000 from the County of Santa Clara's Stanford Recreation <br />Mitigation Fund towards the Library Lot A park project. <br />The construction drawings for the Pirate Ship Imagination Art Space adjacent to the Redwood Shores Library <br />are complete and the City has received a permit for construction from the San Francisco Bay Conservation <br />and Development Commission (BCDC). Staff is now working with a technical team on the specifications for <br />the art installation and with Building & Inspection Division to obtain a City building permit. Staff expects <br />award of bid and construction phase to take place summer 2021. <br />Redwood City is fortunate to have large mature trees in its parks. Unfortunately, the roots of those mature <br />trees can cause damage to existing pathways. Staff is taking a multi -prong approach of shave/patch/replace <br />depending on the severity of the issues. Currently, five large sections of pathway at Red Morton Park have <br />been replaced.
