<br />affirmed, the Redwood City Draft Land Use Map will be designated as the "project" <br />in the Programmatic Environmental Impact Report (EIR) for the New General Plan, <br />pursuant to the California Environmental Quality Act (CEQA) <br />Minute Order 09-017 <br /> <br />Mayor Foust made some opening remarks outlining the options before the City Council. <br />City Manager Ingram explained the current situation and how time is of the essence. He <br />explained that if option 1 is the chosen path then the timeline will have to be pushed out. <br />Mr. Ingram added that neither path is perfect but it is up to the Council to deliberate and <br />make a decision. <br /> <br />Council consensus was to address 7.B.2 before 7.B.1. <br />One Council Member wanted to know the greater implications of the delay on the General <br />Plan. Ms. Ekas addressed the Council and explored all the various options that staff <br />looked at. Ms. Ekas spoke about particular zonings and went through a slide presentation <br />(on file). <br /> <br />Mayor Foust asked for a motion on item 7.8.2. <br />M/S Aguirre/Pierce to confirm the land use maps in the specified study area <br />corridors. Motion carried by unanimous roll call vote. <br /> <br />Mayor Foust thanked the Planning Commission for its hard work. <br /> <br />Item 7.8. 1 <br />Public Comment <br />Clem Molony, Secretary of Seaport Industrial, said he attended all the meetings for the <br />Bayfront Park issue and he praised staff and the Planning Commission and the <br />community for the discourse and the progress made in this area. He suggested the <br />acceptance of three principles: facing transportation realities, protecting the Port of <br />Redwood City's financial flow, and appropriate transition between phases of the change <br />process. <br /> <br />Elizabeth Puccinelli with Syufy Industries spoke about her aspirations for the Bayfront and <br />their property. She requested more flexibility for her property located at East Bayshore. <br />She presented documents to the Council (on file). <br /> <br />Carole Wong referred to land use on 101 and she believes that it is hard to treat a General <br />Plan as a project. Ms. Wong believes that since there are so many choices it is impossible <br />to study them in depth. She asked that needs versus wants be compared. She referred <br />to a specific letter sent out to the Planning Commission and the Council requesting a <br />particular designation for the Bayfront area (on file). <br /> <br />Stephen Knight, speaking on behalf of Save the Bay, opined that the New General Plan <br />keep the Cargill property should be in the current process. He believes that to date the <br />staff has received many more letters in favor of keeping it in. He opined that bifurcating <br />the General Plan is not a viable solution. <br /> <br />Joseph Folenta, who is a resident of Redwood Mobile Estates and said he was conveying <br />the feelings of various people.
