She said everyone is welcome and she asked that everyone make the <br /> General Plan meeting a campaign-free zone in light of the upcoming November election. <br /> B. Proclamation: National Neighborhood Day — Neighborhood Liaison <br /> Mayor Foust presented the proclamation to Ms. Spacher, Neighborhood Liaison. <br /> Mayor Foust noted that this day is celebrated throughout the country on the third <br /> Sunday of September with approximately 25,000 neighborhood gatherings. Ms. <br /> Spacher thanked City Council and said she was pleased to announce seven <br /> neighborhoods began planning garage sales, block parties, and barbeques thus <br /> far and that she is finding out about more events every day. <br /> C. Sandpiper School - Friend of the Community Award, City of Redwood City, <br /> 2007-2008. <br /> Mayor Foust said she accepted this award last spring on behalf of the Council, <br /> City staff and the Redwood City community from the Sandpiper Parent Teacher <br /> Association (PTA). She said the Sandpiper PTA was pleased with the City for <br /> multiple reasons, including the work traffic and engineering staff did to help people <br /> move in and out and the partnership with the Parks, Recreation and Community <br /> Services staff in running the Sandpiper Community Center. Mayor Foust thanked <br /> the PTA for the recognition and City staff for their work. <br /> 6.
