(1). Adopt a resolution amending Section 3 of the Rules and <br /> Regulations of the Redwood City Water Department (Public Works <br /> Services Department) related to water rates. (802) <br /> RESOLUTION NO. 14913 AMENDING SECTION 3 OF THE RULES AND <br /> REGULATIONS OF THE REDWOOD CITY WATER DEPARTMENT (PUBLIC <br /> WORKS SERVICES DEPARTMENT) RELATING TO WATER RATES; AND <br /> RESCINDING RESOLUTION NO. 14860 <br /> (2). Adopt a resolution establishing the guiding principles for landscape <br /> irrigation water rates and the policy and procedure for calculating and <br /> implementing water use budgets for landscape irrigation customers. <br /> RESOLUTION NO. 14914 ESTABLISHING THE GUIDING PRINCIPLES FOR <br /> LANDSCAPE IRRIGATION WATER RATES AND THE POLICY AND PROCEDURE <br /> FOR CALCULATING AND IMPLEMENTING WATER USE BUDGETS FOR <br /> LANDSCAPE IRRIGATION CUSTOMERS <br /> Justin Ezell, Public Works Water Superintendent presented the report (presentation on <br /> file). Mayor Foust opened the public hearing. <br /> Public Comment <br /> Lloyd Clary spoke about the challenge of keeping up with the bills and how all utilities <br /> seem to be going up. He submitted to Council a detailed report on how hard it is <br /> understand the charges and increases (on file). <br /> Carole Wong on behalf of the Redwood Shores Homeowners Association Board spoke <br /> about how this system rewards only users who are below the allocated water use. She <br /> said that as an association it is harder to manage water usage. She explained what it is <br /> needed to monitor the situation prior to it getting out of control. She asked for an email <br /> alert from staff that makes this possible. She also suggested a smart irrigation control <br /> system. Ms. Wong mentioned that the appeals process does not include a credit. <br /> M/S Pierce/Hartnett to close the public hearing. Motion carries unanimously by <br /> voice vote. <br /> One Council Member asked if an email alert could be sent out to let users know who is <br /> exceeding the allocated water usage percentage. Mr. Ezell said that was something <br /> staff could look into. There were comments about the appeals process and its fairness. <br /> Mr. Ezell explained that leak reports will be sent to staff and then this can be addressed <br /> with the homeowner. <br /> One Council Member suggested that email be used to send to residents reminders of <br /> when the street sweepers are going to come by. Another Council Member suggested <br /> reminder calls by geographical block.
