Adopt the Mitigated Negative Declaration (MND), with the associated mitigation <br />measures listed in the Initial Study (IS). <br />2. Approve the proposed Tentative Map (TM). <br />3. Approve the Planned Development Permit (PO) with appropriate findings. <br /> <br />BACKGROUND <br />This development proposal requires an Environmental Assessment, Tentative Map, and <br />Planned Development Permit to be approved by the City. <br /> <br />The Environmental Assessment includes the preparation of an Initial Study and <br />Negative Declaration (IS/MND) for this project which describes the proposed project, <br />presents the findings, and states the reasons why the staff has concluded that there will <br />be no significant effect on the environment. A completed Initial Study is attached to the <br />Negative Declaration to support the determination of no significant effect. <br /> <br />A Tentative Map (TM) is required in order to merge the two existing parcels which will <br />then be subdivided into 24 lots with a common space parcel. <br /> <br />A Planned Development Permit (PD) is also required to allow the construction of 24 <br />units with the proposed site configuration. Since the project site is greater than one <br />acre, the Planning Commission has the authority to review and take action on the <br />Planned Development Permit. Article 47 of the Zoning Ordinance. Planned <br />Development Permit, allows for a planned development within the existing zoning <br />district Uto encourage flexibility of design and development of land in such a manner as <br />to promote its most appropriate usetl while submitting to higher scrutiny. Therefore, the <br />role of the Planning Commission is to take public testimony on the Planned <br />Development Permit and render a decision based on conformance with the Zoning <br />Ordinance. <br /> <br />Project Description <br />The relatively flat, 1.5 acre (67,067 square foot) site, is located in the Palm Park <br />Neighborhood in Redwood City and presently contains a single family residence, a <br />duplex structure, and several sheds. The project area is bounded by Palm Avenue to <br />the west, Union Avenue to the north and Woodside Road to the east. The surrounding <br />land uses consist of mixed use development along Woodside Road (approximately 200 <br />yards away) to the east, condominiums to the southeast, duplexes to the north (rear) on <br />Union Avenue, duplexes along Kentfield Avenue and to the northwest of the subject <br />site. <br />
