<br />7A <br /> <br />The applicant is proposing to demolish the existing duplex and single family residen~age 20 <br />and construct 14 two-story detached single family homes, a two-story duplex (2 units), <br />and eight three-story attached town homes for a total of 24 dwelling units on a 1.5 acre <br />site. The site consists of two parcels to be merged into one lot and then subdivided into <br />24 lots with a common space parcel. The development is served by a private road with <br />two driveway accesses along Kentfield Avenue. <br /> <br />The plans consist of for-purchase residences which contain approximately 2,000 square <br />foot single-family homes, 1,700 square foot duplex units, and 1,700 square foot and <br />2,200 square foot townhouses. The townhouse units include two floor plans: 1) two <br />bedrooms, two and a half bathrooms, and a bonus room, and 2) three bedrooms and <br />two and a half bathrooms. All of the townhomes have balconies and gardens. The <br />single-family homes are proposed to be two stories and approximately 28'-0" high, the <br />townhouses are proposed to be three stories and approximately 34'-0" high, and the <br />duplex buildings are proposed to be two stories and approximately 27'-0" high. A total <br />of 48 parking spaces are provided including 40 garage parking spaces and eight <br />surface parking spaces. <br /> <br />Environmental Review <br />Based on the draft IS/MND there appear to be no major areas of concern with regard to <br />potential environmental impacts. Twenty-four (24) mitigation measures are proposed to <br />assure that project impacts are reduced to a less than significant level. Most are <br />standard conditions for drainage, dust control, landscaping, traffic, hazardous materials, <br />and noise. The mitigation measures will be incorporated into the proposed conditions of <br />approval for the Planned Development Permit to assure their implementation prior to or <br />during construction. <br /> <br />The documents and other materials which constitute the record of proceedings upon <br />which the Planning Commission's decision is based are located at the Planning Division <br />of the City of Redwood City with the custodian of records, the Planning Commission <br />Secretary. <br /> <br />Discussion/Issues: <br />General Plan and Zoninq Compliance: The subject site is designated as Medium <br />Density Residential in the Redwood City 1990 General Plan. This land use designation <br />includes land to be developed with two to three-story residential structures. Densities <br />are approximately 8 to 20 dwelling units per net acre in the land use category. The <br />project proposes 24 dwelling units on the 1.5 acre site or 16 dwelling units per acre. <br />The subject site is presently zoned R-2 (Residential-Duplex) District. The R-2 Zoning <br />District is designed to accommodate single-family dwellings, two-family duplexes <br />dwellings, and three-family triplex dwellings. The applicant is requesting a Planned <br />Development Permit in order to modify the maximum required height limit and reduce <br />the setbacks resulting in a more flexible project design which accommodates shared <br />open space, heritage tree preservation and an efficient site plan. The proposed project <br />conforms to the General Plan designation as well as to the allowable densities in the "R- <br />2" Zoning District. <br /> <br />PO Permit: As part of the PO permit the project proposes reduced front and rear <br />setbacks for some of the buildings (11' and 1 0' setbacks, respectively); where 15 feet is <br />the standard front setback and 20 feet is the standard rear yard setback; and an <br />
